If party and state functionaries or persons entrusted with the management and operation of state-owned property take advantage of their positions to embezzle, steal, defraud or illegally possess public property by other means, and the circumstances are relatively minor, they shall be given a warning or a serious warning.

; If the circumstances are serious, the punishment will be removal from party positions or probation; if the circumstances are serious, the punishment will be expulsion from the party.

Anyone who embezzles party dues, social security funds, disaster relief, emergency rescue, flood prevention, preferential care, poverty alleviation, immigration, relief, and epidemic prevention funds will be severely or severely punished in accordance with the aforementioned provisions, up to and including expulsion from the party.
