2. Value and issuance standards (1) Value standards: Units that have participated in the insurance before August 2022 will be insured and paid according to the unit’s declaration in March 2022 (the epidemic started in Xiamen in March 2022)
The value is determined by the number of people (including the number of people who actually paid premiums and those who applied for deferred payment); for units newly registered before the end of the epidemic, the value is determined by the number of people who applied for insurance and paid premiums (including the number of people who actually paid and applied for deferred payment) of the unit in the month of registration.
For units that have participated in the insurance from August to December 2022, according to the Xiamen epidemic situation, according to the month of August when the epidemic was released (the epidemic started in Xiamen in August 2022), the number of people declared to be insured and paid by the unit (including actual payment)

(2) Payment standard: A one-time job retention training subsidy will be issued to qualified units at a standard of 500 yuan per employee participating in unemployment insurance.
(3) The same unit can only enjoy one-time job retention training subsidy (if it has been issued multiple times if it meets the conditions, it will not be issued repeatedly).
It can be enjoyed together with the inclusive unemployment insurance and job stabilization rebate.

5. The Municipal Human Resources and Social Security Bureau identifies the list of units that issue one-time job retention training subsidies in batches.
(2) Calculation of amount Calculate the amount of one-time job retention training subsidy based on the value caliber of insured employees determined in the distribution list and return standards.
4. Distribution method: The one-time job retention training subsidy is distributed according to the city or district to which the unit belongs, through "enjoyment without application" and "full online processing".
The distribution list will be publicized on the official website of the Municipal Human Resources and Social Security Bureau, and the publicity period will be one week.
Qualified units log in to the Xiamen Municipal Human Resources and Social Security Bureau's public comprehensive service platform to confirm bank account and other information and read and sign the commitment letter.
Upon expiration of the publicity period, the one-time job retention training subsidy will be directly disbursed to the unit's bank account; individual industrial and commercial households that do not have a corporate bank account will be directly disbursed to the legal person bank account of their unit.
5. Implementation Period and Others The policy implementation period is until December 31, 2022.
The one-time job retention training subsidy in 2022 will be distributed until the first quarter of 2023.
The Municipal Social Security Center is entrusted by the Municipal Human Resources and Social Security Bureau to be responsible for list identification and other related handling work, and social security agencies at all levels are responsible for cashing out funds.
There are preparation deadlines and other conditions required by superiors, which shall be implemented in accordance with superiors' regulations.
Insured enterprises that do not experience a year-on-year decline in sales revenue within the closed or controlled areas shall be reviewed by the municipal or district social security center to which the unit is affiliated upon application.
