The project is jointly carried out by Xiamen University, People's Republic of China (PRC) State Taxation Administration of The People's Republic of China, Ministry of Finance and Organization for Economic Cooperation and Development (OECD). It lasts for two years and combines theoretical study with practical training. It aims to help China and other developing countries to cultivate high-quality compound tax talents who are familiar with international tax rules and have professional knowledge background.

1. Unlike the World Bank and the International Monetary Fund, the OECD does not provide fund assistance. On the basis of policy and analysis, it provides a place for thinking and discussing problems, thus helping governments to formulate policies, which may lead to formal agreements between member governments or implementation in domestic or other international occasions. This role is very important to Member States. This efficient mechanism starts with data collection and analysis, and then develops into a collective discussion of policies.
2. The core of OECD's effectiveness is to urge member countries to abide by the rules or carry out reforms through bilateral review, multilateral supervision and parallel pressure between governments. The OECD's behind-the-scenes work to assess the cost of agricultural subsidies will help inject political impetus into policy measures and reduce unemployment. Identifying the factors that hinder efficiency, growth and innovation and their influences can often support the government to make firm political decisions and improve economic efficiency.
The analysis and consensus work carried out by OECD in the field of service trade is very important, which has promoted the successful conclusion of the Uruguay Round. Sometimes, such seminars gradually develop into negotiations within the OECD, and member countries reach an agreement on the rules of the game for international cooperation. These negotiations may result in formal agreements, such as anti-bribery, export credit, capital flow and foreign direct investment agreements, or international tax standards and models, or environmental work recommendations and guidelines.
