The applicant for the special project of science and technology management of the National Natural Science Foundation of China shall meet the following conditions:

1. Have good scientific ethics, be fair and upright, and consciously practice the spirit of scientists in the new era;

2. Under 45 years of age in the year of application;

3 with senior professional and technical positions (titles) and doctoral degrees;

4. Familiar with the development trends and frontiers of science and technology in related fields, with broad academic vision, strong strategic thinking and macro-grasping ability, and should undertake major/key national projects in principle;

5. Have relevant experience in science and technology management;

6. During the project funding period, ensure that there are no less than 6 months of management practice in the corresponding scientific and technological management positions of the Natural Science Foundation of China every year.

The following personnel shall not apply for special science and technology management:

1. As the project leader, he is undertaking the basic science center project, the innovative research group project, the National Science Fund for Distinguished Young Scholars project and the Science Fund for Distinguished Young Scholars project;

2. Postdoctoral researchers in the station;

3. There is no work unit or the unit is not a person who relies on the unit;

(2) Provisions for applying for restricted projects.

There are no restrictions when applying. After receiving funding, you may not apply for various projects of the National Natural Science Foundation during the implementation period.

Article 6 According to the actual needs of the project type, scale and management, the funding methods of natural science foundation projects can be divided into two types: cost compensation and fixed subsidy.

Implement cost compensation funding for major projects.

For other projects except major projects, the fixed subsidy method will be implemented.

Seventh project leaders should be in accordance with the provisions of these measures, in line with the principle of seeking truth from facts and careful calculation, the preparation of practical project budget. The project supporting unit shall strictly review the project budget in accordance with the relevant provisions, and report to the Natural Science Foundation of China after signing the opinions.
