At the same time, Chengdu has signed a memorandum of cooperation with China PPP Fund, which will receive financial support with a total amount of not less than 30 billion yuan.

PPP mode refers to the cooperation mode between government and social capital. Two batches of PPP projects, 20 15 and 20 16, were launched in Chengdu. At present, 30 projects have been signed, with a total investment of 1 145 billion yuan and social capital of 94.4 billion yuan.

There are 78 projects released in Chengdu this time, with a total investment of 320.8 billion yuan. Among them, there are 0/6 municipal projects with a total investment of 0/56.6 billion yuan. There are 62 projects in districts (cities) and counties with a total investment of 654.38+064.2 billion yuan.

Among these projects, there are 0/6 traffic projects, including urban expressways, medium-sized urban expressways and trunk highway reconstruction projects, with a total investment of 0/53.4 billion yuan. There are 37 municipal engineering projects, including the core project of Chengdu Cultural Center, with a total investment of1110.20 billion yuan. There are also 14 eco-environmental protection projects, 4 water conservancy projects, 5 public service projects and 2 information and communication projects.

Feng, deputy director of the Chengdu Development and Reform Commission, said that in order to effectively enhance the enthusiasm of social capital, Chengdu focused on screening projects with good cash flow and establishing a return mechanism that can form reasonable expectations. Among them, 63 projects have determined their returns through "feasibility gap subsidies" and "use fees", accounting for 80% of the total number of projects. In addition, the project covers a wide range, basically covering the key areas and weak links of economic and social development.

At present, Chengdu has signed a memorandum of cooperation with China PPP Fund, and the first phase will receive financial support of not less than 654.38+0 billion yuan with a total amount of not less than 30 billion yuan. The fund will give full play to its advantages of strong credit enhancement ability, long investment cycle, low capital cost and strong professional technology, and boost the construction of PPP projects in Chengdu.
