In 2004, with the reform of national basic education policy, local governments increased their capital investment in basic education. In addition, many schools in remote areas have merged campuses and concentrated on running schools. To this end, in order to cooperate with the implementation of the policy, the foundation stopped donating money to CTF primary school. However, in the "Firemen's Rural Education Assistance Program" project, the Foundation continued to invest in the construction of local schools in selected recipient towns.
