Chapter 2 Approval of Project Establishment Documents Article 5 The project establishment documents of construction projects invested by municipal finance (including full allocation and partial subsidies) must be submitted to the Municipal Planning Commission for review and approval by the competent department. Chapter 3 Preliminary Design Review Article 6 The preliminary design shall be reviewed and approved by the Municipal Construction Committee (special industries shall be reviewed by their industry competent departments, with the participation of the Municipal Construction Committee and the Municipal Planning Commission).

The technical plan will be reviewed by the Municipal Construction Committee, and the budget estimate will be reviewed by the Municipal Planning Commission, which will respond within 15 days after receiving the review documents and materials.

The review documents of construction project budget estimates are the basis for the design of construction drawings, the preparation of project budgets (final) accounts, and the preparation of annual investment plans for fixed assets. All relevant departments must strictly follow the approved budget estimates for management.

Chapter 4 Budget Review Article 7 For construction projects that do not require bidding according to the "Xiamen Municipal Construction Project Bidding Management Measures", the project legal person shall promptly submit the project budget together with relevant documents and materials after completing the preparation of the project budget.

Article 8 The Municipal Project Budget and Final Account Review Office shall issue project budget review documents within one month after receiving project budget review documents and materials, and provide handling opinions and suggestions to relevant departments and units regarding problems existing in the project budget;

Chapter 5 Project Bidding and Bidding Article 9 Construction projects with a total investment of more than 1 million yuan or a construction area of ??more than 1,000 square meters must implement construction bidding in accordance with the "Xiamen Construction Project Bidding Management Measures".

After the construction unit wins the bid, the winning bid price shall in principle be guaranteed once and for all, and no further application for supplementary payment shall be allowed.

Article 10 The bidding organizer shall hold the construction bidding organization qualification certificate issued by the Municipal Construction Committee.

Article 11 After the base bid is prepared, it shall be reviewed and approved by the Municipal Project Budget and Final Accounts Review Office.

The minimum bid shall not exceed the approved budget estimate.

If adjustments are indeed needed, they must be resubmitted to the Municipal Planning Commission for approval.

Article 12 The bid opening, bid evaluation, and bid determination shall be conducted by the bidding organizer under the supervision of the Municipal Construction Committee. Construction projects above designated size shall be attended by the Municipal Planning Commission, the Municipal Finance Bureau, the Municipal Audit Bureau, and the Municipal Project Budget and Final Account Review Office.

Chapter 6 Preparation of Annual Investment Plan Article 13 Construction projects approved by the Municipal Planning Commission shall be included in the preliminary preparation plan for capital construction work of that year, and the validity period shall be limited depending on the specific circumstances of the construction project.

During the validity period, construction projects will mainly carry out preparatory work such as land acquisition and demolition, three connections and one leveling, survey and design.
