The difference between Shanghai's comprehensive insurance and social security: comprehensive insurance companies pay for the so-called comprehensive insurance for migrant workers, which is a new insurance system specially designed for migrant workers. Compared with Shanghai urban social insurance, comprehensive insurance has its distinctive characteristics. First of all, the two are applicable to different objects. According to the regulations, domestic personnel with Shanghai Residence Permit who are introduced into Shanghai as talents can participate in the basic old-age insurance in this city. All foreigners who meet the employment conditions of this city and work or do business in this city but do not have permanent residence in this city should participate in comprehensive insurance. Secondly, the subjects of payment are different. Shanghai urban social insurance is paid by the employer and the employee in accordance with the prescribed payment base and payment ratio. The comprehensive insurance is paid in full by the employer, and the non-local personnel of the unit do not have to pay it. For outsiders, it is "you enjoy the unit payment". Bringing more benefits to outsiders is the biggest feature of comprehensive insurance. Third, the insurance contents of the two are different. Shanghai's urban social insurance includes endowment insurance, medical insurance, unemployment insurance and maternity insurance, while industrial injury insurance has not been co-ordinated and is the responsibility of enterprises. Comprehensive insurance includes work-related injury insurance, hospitalization and old-age allowance (foreign workers from foreign construction enterprises can enjoy work-related injury and hospitalization during their participation in comprehensive insurance). Foreign employees who suffer from work-related accidents or occupational diseases during their participation in comprehensive insurance can get a one-time payment of work-related injury insurance money; In case of hospitalization due to illness or non-work-related injury, 8% of the hospitalization expenses above Qifubiaozhun shall be borne by the comprehensive insurance fund, and 2% shall be borne by itself; Foreign employees who have paid for one year in a row can get the old-age subsidy certificate and cash the old-age subsidy in one lump sum in the year of retirement. The calculation method of compensation amount is more favorable for migrant workers to enter the labor market in Shanghai, which has made great contributions to the development of Shanghai. However, the occupations they are engaged in are high-risk, so they get little compensation after industrial accidents. Although the Regulations of Shanghai Municipality on the Treatment of Work-related Injuries for Migrant Workers has been promulgated in Shanghai, it is far from enough to compensate the workers for the injuries caused by work-related injuries. The comprehensive insurance method has dealt with this problem well. It is also stipulated in the measures that foreign employees and foreign employees without units shall enjoy work-related injury (or accidental injury) insurance benefits with reference to the work-related injury treatment standards stipulated by Shanghai after their work ability appraisal. Work-related injury (or accidental injury) insurance money is paid in one lump sum. But the difference is that industrial injury compensation is paid by commercial insurance companies. The amount paid by insurance companies is divided into four categories according to the disability level and age of work-related injuries, including disability subsidy, disability allowance, life care and medical expenses for recurrence of old injuries. This calculation method of compensation amount is more favorable for migrant workers, because according to the Regulations on Work Injury Insurance of the State Council, the first-class disability allowance is 24 months' salary, and commercial insurance provides a higher standard of protection for migrant workers with generally low income. It is understood that in addition to Shanghai, other cities in China have also introduced social security systems for migrant workers. Their basic approach is to unify the social security system for migrant workers and the social security system for urban workers. But the difference between Shanghai and them is that the social security system for migrant workers in Shanghai is undertaken by commercial insurance companies, which is quite different from the social security system for urban workers. The guiding ideology of the Shanghai Municipal Government, which established this insurance, is mainly to protect the legitimate rights and interests of foreign employees, not to solve other problems.
