Chapter I General Provisions
Article 1 These Rules are formulated in accordance with the Civil Aviation Law of People's Republic of China (PRC), the Regulations of People's Republic of China (PRC) on Civil Aviation Safety and Security and other relevant laws and regulations in order to ensure the safe and normal operation of civil aviation transportation and standardize civil aviation safety inspection.
Article 2 These Provisions shall apply to all civil air transport activities in People's Republic of China (PRC), as well as units and individuals related to civil aviation.
The transport of dangerous goods shall be handled in accordance with the relevant provisions on the transport of dangerous goods.
Article 3 The civil aviation safety inspection department (hereinafter referred to as the security inspection department). In accordance with the relevant laws, regulations and these rules, through the implementation of safety inspection (hereinafter referred to as safety inspection). Prevent dangerous goods and contraband that endanger aviation safety from entering civil aircraft and ensure the safety of civil aircraft, its personnel and property. Article 4 The security inspection includes the security inspection of passengers and their luggage aboard civil aircraft, other personnel entering the waiting isolation area and their articles, air cargo and mail; Safety monitoring of people and articles in the waiting area; Guarding civil aircraft performing flight missions.
Article 5 Civil aviation public security organs shall conduct unified management, inspection and supervision over the business work of security inspection departments. Units and personnel engaged in civil aviation activities shall cooperate with the security inspection department to carry out their work and maintain the safety of civil aviation.
Article 6 The security inspection department shall stop the acts that endanger the safety of civil aviation as stipulated in these Rules and submit them to the civil aviation public security organ for examination and handling.
Article 7 Passengers and their luggage on civil aircraft, as well as other personnel and articles entering the waiting area or civil aircraft, must undergo security inspection; However, except those exempted from inspection as stipulated by the State Council.
Eighth security work can be charged. Measures for the collection of safety inspection fees shall be formulated separately by CAAC.
Ninth public security work should adhere to the principle of safety first, strict inspection, civilized duty and enthusiastic service.
Chapter II Security Inspection Department and its Personnel
Section 1 Safety Inspection Department
Article 10 The establishment of a security inspection department shall be examined and approved by the General Administration of Civil Aviation of China (hereinafter referred to as CAAC), and a civil aviation security inspection license shall be issued. The regional civil aviation administration shall exercise the power of examination and approval within the scope authorized by CAAC.
Without obtaining the civil aviation safety inspection license, no department or individual may engage in safety inspection.
The validity period of the civil aviation safety inspection license is five years, and it will be re-examined and renewed by the issuing authority upon expiration.
Article 11 An entity applying for the establishment of a security inspection department shall submit a written application to the Civil Aviation Administration, and attach written certification materials that meet the following conditions:
(a) there are trained personnel who hold the post certificate of security personnel, and the number meets the quota standard of civil aviation security personnel;
(2) Having instruments and equipment required for security inspection approved by the Civil Aviation Administration;
(3) Having a workplace that meets the standards for the construction of safety and security facilities at civil air transport airports;
(4) Having a safety inspection work system formulated according to these Rules and the Civil Aviation Safety Inspection Manual.
(5) Other conditions as required by CAAC.
Article 12 The safety inspection instruments used by the security inspection department shall be tested by the Public Security Bureau of CAAC in conjunction with relevant departments. After passing the test, it can only be used with a certificate of use.
The Public Security Bureau of the General Administration of Civil Aviation, the Public Security Bureau of the Regional Administration of Civil Aviation or other entrusted civil aviation public security organs shall, jointly with relevant departments, regularly detect the radiation leakage dose of security inspection instruments. The number of tests shall not be less than once a year.
Section 2 Security personnel
Thirteenth personnel engaged in safety inspection shall meet the following conditions:
(a) law-abiding, decent style, good quality;
(2) Having not received juvenile discipline, reeducation through labor or criminal punishment;
(3) Having a high school education or above and voluntarily participating in security inspection;
(four) the age of the recruited personnel shall not exceed twenty-five years old;
(5) Being in good health, with regular facial features, with the height of 1.65 meters for males and 1.60 meters for females; No disability, no hard of hearing, no stuttering, no color blindness and weak color, and the corrected visual acuity is above 1.0.
Fourteenth security personnel shall implement the post certificate system, and those who have not obtained the post certificate shall not be on duty alone as security personnel.
Personnel who are not suitable to continue to engage in security inspection shall be transferred or dismissed in time.
Article 15 Security guards shall wear standard clothes and special signs when on duty. The style and signs of clothes shall be uniformly stipulated by CAAC.
Sixteenth security personnel on duty shall abide by the professional ethics of security and various work systems, and shall not engage in activities unrelated to security work.
Seventeenth security personnel working in cold, high temperature and high noise conditions shall enjoy corresponding subsidies, allowances and labor protection.
Eighteenth security personnel working in the radiation regulation area shall accept the following health protection:
(a) every year to the designated hospital for physical examination and establish health status files;
(two) enjoy not less than two weeks of rest and recuperation every year;
(three) according to the provisions of the Civil Aviation Administration of China to give job subsidies;
(4) During pregnancy and lactation, female employees should make reasonable arrangements to avoid working in radiation regulation areas.
Article 19 The continuous working hours of X-ray safety inspectors shall not exceed 40 minutes, and the cumulative daily working hours shall not exceed 6 hours. ^
Chapter III Security Inspection Service
Section 1 Inspection of Passengers, Luggage, Goods and Mail
Twentieth security departments shall, according to the amount of tasks and the actual situation, formulate corresponding service plans and emergency response plans, and organize their implementation to prevent accidents such as missed inspection and out of control.
Under special circumstances, with the approval of the Public Security Bureau of CAAC or its authorized department, a special work plan can be implemented to strictly carry out safety inspection, and the special work plan shall be formulated separately by the Public Security Bureau of CAAC.
Twenty-first passengers on domestic flights should check their valid identity documents, air tickets and boarding passes. The types of valid flight documents include: Chinese resident ID card, temporary id card, military officer's card, armed police officer's card, soldier's card, military cadet's card, military civilian cadre's card, military retired cadre's card and military work permit, and travel documents for compatriots in Hong Kong, Macao and Taiwan; Passports, travel documents, diplomatic documents, etc. Foreign tourists; Other valid flight documents stipulated by CAAC.
Minors under the age of 16 can be released by their student ID card, household registration book or identity certificate issued by the public security organ where they live.
Twenty-second passengers who have been verified to be correct shall affix a stamp of inspection on their boarding pass.
Twenty-third security personnel to carry out security checks on passengers, passengers should be guided through the security door one by one.
Twenty-fourth passengers who declare to the security gate when passing through shall be re-examined by repeating the door inspection or using hand-held metal detectors or manual physical inspection, and can be released only after the doubts are eliminated.
Manual physical examination should generally be carried out by security personnel of the same sex; The inspection of female passengers must be carried out by female security personnel.
Twenty-fifth passengers who still have questions after manual medical examination may be taken to the security room for strict inspection with the approval of the duty leader of the security department. The inspection shall be conducted by two or more security personnel of the same sex.
Article 26 Passengers' checked baggage and non-checked baggage must be inspected by safety inspection instruments. When suspicious items are found, they should be unpacked (packaged) for inspection, and spot-checked at any time if necessary.
When unpacking (inspection), the shipper or carrier of suspicious items should be present.
Twenty-seventh passengers declare that the articles they carry are not suitable for public inspection, and the security inspection department may conduct inspection on appropriate occasions according to the actual situation.
Twenty-eighth air transport goods shall be subject to safety inspection or stored for 24 hours, or take other safety measures approved by the General Administration of Civil Aviation.
Twenty-ninth emergency articles, fresh articles, air express and other time-limited articles shall be inspected in time.
Thirtieth confidential goods, precision instruments and other items that are not suitable for inspection transported by special departments shall be exempted from inspection according to regulations with the exemption certificate.
Article 31 Airmail shall be subject to security inspection. When suspicious mail is found, the security inspection department shall, in conjunction with the postal department, open the box for inspection and handling.
Thirty-second in accordance with the relevant provisions of the state should be exempted from inspection, in accordance with the relevant provisions.
Section 2 Security Monitoring of Waiting Area
Thirty-third passengers who have passed the safety inspection shall have sex with the waiting isolation area before entering the waiting isolation area.
Thirty-fourth public security departments should send people to patrol the waiting area, and strengthen the monitoring of key parts.
Thirty-fifth passengers who have passed the security check should wait for boarding in the waiting area. In case of flight delay or other special reasons, you should check again when you leave the waiting area and re-enter.
Thirty-sixth people who need to enter the waiting area for work must wear a pass issued by the civil aviation public security organ.
The above-mentioned personnel and their belongings shall be subject to safety inspection.
The security department should assign special personnel to guard at the entrance of the staff in the waiting area to check the people entering and leaving.
Thirty-sixth shops in the waiting area shall not sell goods that may endanger aviation safety. Goods brought into the store shall be subject to safety inspection and safety supervision by the security inspection department.
Section 3 Guardianship of Civil Aircraft
Article 38 During the short stay at the passenger apron, the civil aircraft carrying out the flight mission shall be kept by the security inspection department.
Guardianship of the departing civil aircraft begins when the crew hands over the civil aircraft to the guardian and ends when the civil aircraft taxies after the passengers board the plane; The supervision of civil aircraft passing through Hong Kong begins when they arrive at the apron and ends when they slip away (or are towed away); Guardianship of civil aircraft entering Hong Kong on international, regional and specially managed domestic flights begins when they arrive at the apron and ends when passengers disembark and crew members begin to work.
Article 39 the guardian of a civil aircraft shall enter the guardianship post on time according to the flight dynamics. Prepare for the guardianship of civil aircraft.
Civil aircraft monitoring personnel should stick to their posts, strictly check the pass documents of boarding personnel, closely monitor the surrounding dynamics, and prevent irrelevant personnel and vehicles from entering the monitoring area. When passengers board the plane, help maintain order and prevent people or articles from entering the plane without security check.
Fortieth when the aircrew board the plane, the civil aircraft guardianship personnel shall check their "China Civil Aviation Aircrew Boarding Card". Non-aircrew members who join the crew to perform tasks shall hold the China Civil Aviation Official Flight Pass and their work certificates (or student ID cards). Carry out safety inspection on the articles carried by the above-mentioned personnel; Those who have not passed the safety inspection shall not take a civil aircraft.
Article 41 When a civil aircraft leaving or passing through Hong Kong closes its doors and prepares to taxi. The guardian should retreat outside the safety line and record the plane number and departure time before leaving the scene.
Article 42 When accepting and handing over the task of aircraft guardianship, the civil aircraft guardianship personnel shall go through the handover procedures with the crew, fill in the records and sign them by both parties. Article 43 The operator of a civil aircraft shall be responsible for cleaning the passenger and cargo cabins before loading. When necessary, with the approval of the civil aviation public security organ or the security inspection department, the public security police and security inspection personnel can clear the cabin.
Section 4 Disposal of Special Situations in Security Inspection Work
Forty-fourth people who refuse to accept security inspection are not allowed to board the plane or enter the waiting area, and the losses are borne by themselves.
Forty-fifth people who hold a copy of the resident identity card, forge or alter their certificates or use other people's certificates falsely are not allowed to board the plane.
Forty-sixth in any of the following circumstances, it should be taken to the safety duty room for education; If the circumstances are serious, it shall be handled by the civil aviation public security organ:
(1) evading safety inspection;
(2) Obstructing security personnel from performing official duties;
(three) carrying dangerous goods and contraband without any proof.
(4) disturbing the work order at the security inspection site.
Article 47 Any of the following acts that threaten aviation safety shall be investigated and dealt with by the civil aviation public security organ:
(1) Carrying guns, ammunition, controlled knives and their imitations into security inspection places;
(2) forcibly entering the waiting isolation area and refusing to listen to dissuasion;
(3) Forging, fraudulently using or altering identity documents to fly;
(4) Concealing or carrying dangerous goods or contraband in an attempt to pass the safety inspection;
(five) the name of the goods is false when consigning. Practicing fraud or carrying dangerous goods;
(6) Other acts that threaten aviation safety.
Article 48 Whoever, in violation of the provisions of Article 32 of the Regulations on Civil Aviation Safety and Security in People's Republic of China (PRC), carries the items listed in the List of Articles Prohibited from Passengers Carrying or Consigning (see Annex I) shall be handed over to the civil aviation public security organ in time for handling. Article 49 Whoever, in violation of the provisions of Article 33 of the Regulations on Civil Aviation Safety and Security in People's Republic of China (PRC), carries the items listed in Articles Prohibited for Passengers to Carry But Checked as Baggage (see Annex II), shall inform the passengers that they can be checked as baggage or handed over to the personnel on duty; If it is too late to handle the consignment, the security department will go through the formalities according to the regulations and hand over the unit to the destination before returning it.
If it cannot be handled according to the above methods, it shall be kept by the security department. The security inspection department shall register and keep it properly; If it has not been collected for more than thirty days, it shall be handed over to the civil aviation public security organ in time.
Article 50 Articles for daily use carrying inflammable articles shall be carried in limited quantities (see Annex 3). The excess can be returned to the passengers for their own disposal or temporarily stored in the security department. The security inspection department shall issue a receipt for the owner of the passenger's temporary goods and register them. Passengers can get it back within 30 days with the receipt; Fails to receive, by the civil aviation public security organs as unclaimed items on a monthly basis.
Chapter IV Education and Training
Article 51 The security inspection department shall, according to the training plan for civil aviation security inspection formulated by the General Administration of Civil Aviation, formulate its own business training plan, and carry out various forms and multi-level business training in stations, departments and classes (groups), such as on-the-job, off-job and part-time jobs.
Fifty-second security personnel holding post certificates shall accept the annual post examination and review; Before the exam, the holder should receive at least one training.
Article 53 Newly recruited security personnel (except security graduates from universities and technical secondary schools) shall receive no less than 160 hours of training on air defense safety, security regulations, service skills, professional ethics, etiquette, foreign affairs knowledge and military skills before taking up their posts. Only those who pass the exam can become trainee inspectors.
Article 54 The probation period for probationary inspectors is one year. After the probation period expires and passes the examination, posts will be issued in accordance with the provisions of the Civil Aviation Administration of China.

Chapter V Reward and Punishment
Article 56 CAAC shall set up a special item in the Aviation Safety Award Fund to reward units and individuals who have made outstanding achievements in safety inspection.
Article 56 Units or individuals that have one of the following performances in safety inspection shall be commended, commended and awarded honorary titles by the safety inspection department or the competent department at a higher level:
Exemplary implementation of national laws and decrees; Strict implementation of safety rules and regulations, outstanding achievements;
(two) actively study the business, work seriously and responsibly, and complete the safety inspection task with outstanding achievements;
(three) take good care of the equipment, abide by the operating rules, carefully maintain and repair, and make outstanding achievements;
(4) Taking the flight as an impostor or holding forged or altered identity documents;
(5) Capturing suspects of premeditated hijacking or other illegal interference with civil aviation safety while on duty, concealing or carrying articles endangering aviation safety;
(6) Being brave, tenacious, resourceful and flexible and subduing criminals in case of hijacking or other emergencies that illegally interfere with civil aviation safety;
(seven) outstanding performance in other aspects of performing their duties.
Those who are rewarded in the preceding paragraph may be given certain material rewards in accordance with regulations.
Article 58 If a safety inspector commits any of the following acts, the safety inspection department or the competent department at a higher level shall, according to the specific circumstances, give him criticism and education or administrative sanctions such as warning, demerit recording, gross demerit recording and dismissal. If it is illegal or constitutes a crime, the relevant authorities shall investigate the responsibility according to law:
(a) in the safety inspection, the sense of responsibility is not strong, careless and irresponsible, and the articles endangering air defense safety or forged, altered or fraudulently used identity documents are not inspected, resulting in certain consequences and influences;
(two) in violation of the safety inspection system, resulting in adverse effects. If the circumstances are serious;
(three) in violation of operating rules, resulting in equipment damage;
(4) In case of hijacking or other emergency situations that illegally interfere with the safety of civil aviation, he flees from the scene or leaves his post without permission and disobeys orders, resulting in serious consequences;
(five) other violations of the provisions of these rules and cause adverse effects.
Article 59 Whoever, in violation of the provisions of Article 10 of these Rules, engages in safety inspection without obtaining a civil aviation safety inspection license shall be ordered to stop immediately and may be fined not more than 30,000 yuan, and the person directly responsible may be fined not more than 1,000 yuan.
Article 60 If the civil aviation safety inspection license fails to apply for renewal at the expiration of the validity period, or fails to be corrected after submission, or fails to meet the provisions of Article 11 of these Rules, the license shall be revoked and a fine of not more than 20,000 yuan may be imposed on the relevant unit.
Article 61 Whoever, in violation of the provisions of Article 12 of these Rules, uses instruments that do not conform to the provisions shall be ordered to stop immediately, and may impose a fine of not more than 20,000 yuan on the relevant unit and a fine of not more than 500 yuan on the person directly responsible. Article 62 Whoever, in violation of the provisions of these Rules, causes a person who does not hold a post certificate to work alone shall be fined 1 10,000 yuan, and the person directly responsible shall be fined110,000 yuan.
Article 63 The penalties stipulated in Articles 59, 60, 61 and 62 of these Rules shall be executed by the Public Security Bureau of CAAC or the Public Security Bureau of the Regional Civil Aviation Administration.
Chapter VI Supplementary Provisions
Article 64 These Rules shall come into force as of June 2009 1999.
Article 65 After the formal implementation of these Rules, if the previous provisions are inconsistent with these Rules, these Rules shall prevail.
Annex I: Articles prohibited from being carried or checked by passengers:
(a) Firearms, military or police equipment (including major components), including:
1. Military guns and official guns: pistols, rifles, submachine guns, machine guns, riot guns, etc.
2. Civil guns, air guns, hunting guns, sports guns, anesthesia injection guns, starting guns, etc.
3。 Other guns: sample guns. Prop guns, etc.
4. Ordnance and police equipment: batons, military or police daggers and bayonets.
5. Guns and equipment prohibited by the state: steel ball guns, tear gas guns, stun guns, stun guns, self-defense devices, etc.
6. Imitation of the above items.
(2) Explosives, including:
1. Ammunition: bombs, grenades, flares, incendiary bombs, smoke bombs, signal bombs, tear gas bombs, gas bombs, bullets (empty bombs, combat bombs, inspection bombs, coach bombs), etc.
2. Blasting equipment: explosives, detonators, fuses, detonating cords, non-conductive blasting systems, blasting agents, etc.
3. Fireworks products: fireworks, firecrackers, etc.
4. Imitation of the above items.
(3) Controlled knives refer to the knives listed in 1983 Interim Provisions on Controlling Some Cutters promulgated and implemented by the Ministry of Public Security with the approval of the State Council, including daggers, three-shuttle knives (including triangular scrapers for processing), knives with self-locking devices, single-edged knives, double-edged knives that look like daggers but are longer than daggers, and other similar single-edged and double-edged knives. Three-edged sharp knife, etc. Tibetan knives, waist knives and boot knives that ethnic minorities need to wear and use because of their living habits are controlled knives and are only allowed to be sold and used in ethnic autonomous areas.
(4) Flammable and explosive articles, including bottled compressed gas and liquefied gases such as hydrogen, oxygen and butane; Spontaneous combustion articles such as yellow phosphorus, white phosphorus, nitrocellulose (including film), oil paper and its products; Metal potassium. Sodium, potassium, calcium carbide (calcium carbide), magnesium aluminum powder and other substances that burn in water; Flammable liquids such as gasoline, kerosene, diesel oil, benzene, ethanol (alcohol), paint, thinner and rosin oil. Flammable solids such as glitter powder, solid alcohol and celluloid; Sodium peroxide, potassium peroxide, lead peroxide, peracetic acid and other inorganic and organic oxidizer.
(5) Toxic substances: including cyanide, highly toxic pesticides and other highly toxic substances.
(6) Corrosive substances: including sulfuric acid, hydrochloric acid, nitric acid, liquid storage battery, sodium hydroxide, potassium hydroxide, etc.
(7) Radioactive substances: radioactive substances such as radioisotopes.
(eight) other items that endanger flight safety, such as strong magnetic objects that may interfere with the normal work of various instruments on the plane, and items with strong irritating smell.
(9) Other articles prohibited from being carried or transported by national laws and regulations.
Annex II: Articles that passengers are forbidden to carry with them but can be checked as luggage:
Refers to kitchen knives, scissors, fruit knives, razors and other household knives and scalpels that can be used to endanger aviation safety, except for the items specified in Annex 1. Slaughter knives, carving knives and other professional knives, knives, spears, swords, halberds, etc. Sharp and blunt objects used by literary and art units for performances, as well as shafts, chisels, hammers, cones, weighted or spiked walking sticks, iron-tipped hiking sticks and so on, which can be used to endanger aviation safety.
