Hui Ling Service Organization for the Mentally Retarded 1990 was established in Guangzhou in February 2000, and entered Beijing in the spring of 2000, establishing the first community service organization for the mentally handicapped-Beijing Hui Ling. As one of the earliest non-profit civil society organizations in China, after more than 20 years of development, Hui Ling has taken root in Guangzhou, Beijing, Xi, Xining, Tianjin, Qingyuan, Chongqing, Changsha, Lanzhou, Wanzhou, Shangluo, Hong Kong, Hangzhou and Kunming. There is no affiliation between Hui Ling in different places. We helped each other and supported each other, and set up the "China Hui Ling Committee" with the founder as the center, so as to safeguard the purpose and concept of Hui Ling and constantly create innovative Hui Ling institutions.

* * * There are more than 1 0,000 people with mental retardation over 0.6 years old living in "Hui Ling", who are scattered in every community. They don't show their "outstanding", but they are integrated into the "normal". Hui Ling is like a bond, connecting countless caring people and responsible enterprises to build a beautiful and harmonious society. Hui Ling initiated and promoted the "community service model" nationwide-we have a "snail net" project (funded by the German Misul Foundation) which is open to the whole country. There is also 15 "Education Alliance" project (funded by Hong Kong Kadoorie Foundation) recognized and actively participated by peer institutions: Hui Ling excavated her little-known "community model" one by one into a set of professional knowledge wealth with profound humanistic value and systematic dissemination, which enabled tens of thousands of mentally retarded people to get out of the closed state and return to normality, and the change of life quality was reflected in every bright smile.
