Chapter I General Provisions

Article 2 In order to strengthen management and improve the efficiency in the use of start-up funds, the evaluation of start-up funds will be conducted in accordance with the principle of "expert evaluation and merit-based funding".

Chapter II Subsidiary

Article 3 All returned overseas students who have obtained doctoral degrees at home and abroad, studied abroad for more than one year and are under the age of 45, and engaged in teaching and scientific research in teaching and scientific research institutions after returning to China may apply within two years after returning to China.

Chapter III Application and Approval

Article 4 Eligible returned overseas students, after being confirmed by the scientific research management department of their unit, directly log on to the website to fill in and submit the application materials, and then send the opinion form of the applicant sealed by the unit, together with a copy of the doctor's degree certificate, a copy of the certificate of returned overseas students issued by the embassy (consulate) abroad and a copy of my ID card to the Study Abroad Service Center of the Ministry of Education.

Article 5 Entrust the Study Abroad Service Center of the Ministry of Education to accept applications and conduct formal examination.

Article 6 Formal examination is mainly to examine whether the applicant and his application materials meet the following conditions:

1. The applicant is under 45 years old (inclusive);

2. The applicant has a doctorate;

3. The applicant has studied abroad for more than one year (including one year);

4. The applicant is engaged in teaching and scientific research in teaching and scientific research units after returning to China;

5. The applicant has not received any funding from the Fund before;

6. The applicant applies within two years after returning to China;

7. The contents filled in the application form are true and the attachments are complete.

Article 7 Online evaluation by experts shall be adopted, and the evaluation experts shall make suggestions on whether to subsidize or not and the amount of subsidy. Expert review mainly considers the following aspects:

1. The academic level and scientific research ability of the applicant;

2. The urgent need for the applicant's professional direction in China;

3. The influence of the relevant disciplines of the applicant's work unit in domestic counterparts;

4. The software and hardware support conditions that the applicant's work unit can provide;

5. The role, significance, advancement and feasibility of the application subject;

6. Whether the budget is reasonable.

Article 8 The Service Center for Studying Abroad of the Ministry of Education shall, according to the experts' evaluation opinions, draw up the list and strength of funding, and submit it to the Department of International Cooperation and Exchange of the Ministry of Education for examination and approval.

Article 9 The Department of International Cooperation and Exchange of the Ministry of Education shall notify the work units of returned overseas students in writing, and publish relevant information on the Internet at the same time, without giving any feedback to the unsuccessful students.
