Legal analysis: The purpose of the Administrative Measures for Appraisal and Commendation Activities is to standardize appraisal and commendation activities and prevent excessive activities. The appraisal and commendation activities of social organizations refer to activities organized by legally registered social organizations, foundations, private non-enterprise units and other social organizations, and its scope of application mainly includes:

1. All kinds of appraisal and commendation activities organized by party organs, people's congresses, administrative organs, CPPCC organs, judicial organs, procuratorial organs, people's organizations and their subordinate units, and social organizations (hereinafter referred to as relevant associations) that are exempted from registration with the approval of the State Council.

2. These Measures are not applicable to the appraisal and commendation activities decided by the CPC Central Committee and the State Council.

3. these measures are not applicable to annual assessment, performance assessment, target assessment and responsibility system assessment, which are professional qualification assessment, grade assessment and technical assessment, and appraisal projects that meet the standards with the internal institutions and personnel of the unit as the selection targets.

Legal basis: Article 1 of the Administrative Measures for Appraisal and Commendation Activities:

(1) These Measures are applicable to all kinds of appraisal and commendation activities held by party organs, people's congress organs, administrative organs, CPPCC organs, judicial organs, procuratorial organs, people's organizations and their subordinate units, and social organizations (hereinafter referred to as relevant associations) exempted from registration with the approval of the State Council.

(2) These Measures are not applicable to the appraisal and commendation activities decided by the CPC Central Committee and the State Council.

(3) The annual assessment, performance assessment, target assessment and responsibility assessment are professional qualification assessment, grade assessment and technical assessment, and the appraisal and commendation projects with the internal institutions and personnel of the unit as the selection targets are not applicable to these measures.
