Humanitarian aid is developed on the basis of international aid and has become an important international phenomenon since the Second World War. With the acceleration of global integration, international cooperation is getting closer and closer, and intergovernmental exchanges are becoming more frequent, which provides conditions for the development of international humanitarian assistance. Especially in the 2 1 century, many major global disasters made the international community aware of the importance of international humanitarian assistance, and many developing countries also actively joined the ranks of international humanitarian assistance. Generally speaking, China's foreign humanitarian assistance has gone through three stages of development. In the first stage, from the founding of New China to the reform and opening-up, China's foreign humanitarian aid has a strong ideological and political color. The recipient countries are mostly socialist countries and third world countries around China, with military aid as the main aid, supplemented by economic aid, and mainly bilateral aid. In the second stage, from the reform and opening up to the end of the 20th century, the political color of China's foreign humanitarian assistance faded, and it participated more in international affairs and strengthened cooperation with international multilateral organizations. At the same time, domestic NGOs have also strengthened their cooperation with international organizations. Many NGOs have exchanged ideas with international multilateral aid organizations and learned their advanced ideas and management experience. The third stage, from the 20th century to the present, is a period of all-round development of China's foreign humanitarian assistance. China has become an important member of the international community and is playing an increasingly important role. During this period, the amount, scale and scope of China's foreign humanitarian assistance increased rapidly, especially its investment in Africa. During this period, several serious natural disasters occurred. China quickly and efficiently provided aid funds and materials and went to the affected countries to carry out humanitarian relief operations, which showed the world China's friendly and sincere humanitarian spirit and responsible image as a big country and was widely praised by the international community. China's foreign humanitarian aid is also facing many problems and challenges in the process of rapid development. Today, the scale of China's foreign humanitarian assistance is still expanding, and its international responsibilities are also increasing. How to create a better external environment for China's development through foreign humanitarian aid and carry out diplomatic work in coordination with China's foreign policy has always been a problem that needs to be solved in China's foreign humanitarian aid, and it is also the development and future of China's foreign aid.
