Article 3 The main functions of the National Committee and local committees of China People's Political Consultative Conference are political consultation, democratic supervision, and participation in and deliberation of state affairs.

Democratic supervision refers to the implementation of the national constitution, laws and regulations, the implementation of major principles and policies, major reform measures and important decision-making arrangements, the solution and implementation of practical problems involving the vital interests of the people, and the consultation and supervision of the work of state organs and their staff.
