Wuhan has built a real talent home by integrating talent projects, funds and policies in the city. In the pyramid project of talent construction in Wuhan, millions of college students are part of Kentucky. In order to strengthen the main force of talent institutions, Wuhan held a special session for alumni returning to China to recruit and introduce overseas high-level talents. In order to be the top talent in the city, Wuhan launched the city partner program to recruit talents for the whole city.
Since Wuhan put forward the "alumni economy" at the beginning of last year, more than 5,000 alumni have returned to Wuhan, bringing huge investment. In July last year, Wuhan established the Science and Technology Achievements Transformation Bureau, and invited the first batch of 12 academicians to form an expert advisory group to help transform the achievements of universities and research institutes in China.
In the next few years, Wuhan will strive to pool more than 500 billion yuan of venture capital funds to realize the local transformation of 80% of the scientific research achievements of China universities and research institutes. At present, local talents, capital, intelligence, management and other advantages are gathered, which is the key to lead the future development.
In order to better retain talents, Wuhan began to liberalize the policy of college students' settlement last year. It is pointed out that university graduates under 40 years old can apply for registration of permanent residence in Wuhan with their diplomas, while master's and doctoral students are not subject to age restrictions in the settlement policy. Subsequently, Wuhan promulgated the "Measures for the Administration of Guaranteed Housing for Graduates". In the next five years, more than 2.5 million square meters of affordable housing will be built and raised, so that more college students studying in China can buy affordable housing at a price 20% lower than the market price.
According to statistics, the project of studying abroad for millions of college students in China has achieved initial results. On average, about 2000 college graduates settle in Wuhan every day. This is not only a talent strategy, but also a population strategy. With the continuous implementation of this policy, the population of Wuhan will reach the optimization rate of 10% in five years.
It is not difficult to introduce the talent policy. What is difficult is how to put it in place and how to attract and retain talents. They will become the main force of urban development in the future and contribute their due strength to promoting urbanization.
