In 20 1350, it is planned to select 2 1350 international students from various countries, and this quota is increasing every year. Last year it was about 19000, and it was about 10%. According to the Deputy Secretary-General of the National Natural Science Foundation of China, the number of people will increase to about 25,000 in 20 15.

As you can see, there are plans in the west, and the requirements for foreign languages are:
1. Take the National Foreign Language Proficiency Test (WSK) and meet the eligibility criteria. The result is valid for two years. The eligibility criteria for each language are as follows:
—English (PETS5): The total score of written test is above 55 (inclusive), including listening part 18 (inclusive) and oral test 3 (inclusive);
-Japanese (NNS)/ Russian (тлря): The total score of written test is above 60 (inclusive), and the total score of oral test is above 3 (inclusive);
-German (NTD): The total written test score is above 65 (inclusive);
-French (TNF): The total score of written test is above 60 (inclusive).
2. Bachelor degree or above in foreign language major (the professional language should be consistent with the language used in the destination country).
3. Have studied in the same language country for one school year (August-1February) or worked continuously for more than one year (inclusive) in the last ten years.
4. I have participated in the corresponding language training in the foreign student training department designated by the Ministry of Education, and obtained the certificate of completion (the certificate of completion is valid for two years). The specific requirements are:
-English: certificate of completion of advanced class;
-French, Japanese, Spanish, Italian and Russian: certificate of completion of intermediate classes;
-German/English (for researchers who intend to go to German-speaking countries to engage in science and engineering): certificate of completion for elementary German classes and certificate of completion for advanced English classes;
-German (for researchers who intend to study social sciences in German-speaking countries): certificate of completion of intermediate class.
5. Those who take the IELTS (academic), TOEFL, German, French, Italian, Spanish, Japanese and Korean proficiency tests meet the following standards: IELTS 6.5, TOEFL 95, German, French, Italian and Spanish reaching CECRL B2, Japanese reaching N2 and Korean reaching TOPIK4.
What your teacher said belongs to number one. But this is only a language requirement, and there are many other conditions. Perhaps it can be said that only when the language meets the requirements can you apply for public schools abroad. And there must not be so many places (of course, there may be so many if there is local and enterprise funding).
