Governments at all levels should make plans, determine the objectives of improving forest coverage in their own areas, organize their implementation, guarantee the ownership and control of trees by the state, collectives and individuals, and stipulate that trees owned by individuals will remain unchanged for a long time and be allowed to inherit, so as to arouse the enthusiasm of the masses to start forestry and pass it on from generation to generation.
