At the end of 1987, after the isolation between the two sides of the strait was broken for more than 30 years, personnel exchanges and economic and cultural exchanges between the two sides of the strait developed, and at the same time, various problems arose. In order to solve these problems, Taiwan Province Province had to adjust the "three noes" policy of "no contact, no compromise and no negotiation". On June 5438+0990+065438+1October 2/KLOC-0, an officially authorized non-governmental intermediary institution, the Cross-Strait Exchange Foundation was established to deal with the government's "inconvenience".
SEF, the full name of Strait Exchange Foundation, is a non-governmental organization in Taiwan Province Province. Established on 1990, 165438+ 10, 2 1, held its opening ceremony on 19 1 and officially put it into operation. The main task is to accept the technical and routine work entrusted by the Mainland Affairs Council (a government agency under the Executive Yuan of Taiwan Province Province, China) in cross-strait non-governmental exchanges, including the receiving and dispatching of goods between compatriots on both sides of the strait, the verification and transmission of documents in Chinese mainland, the repatriation of criminals on both sides of the strait, the mediation and handling of economic and trade disputes, and the communication of academic and cultural exchanges. Therefore, it can be regarded as an intermediary between the authorities of Taiwan Province Province and the mainland. Gu served as the first chairman. (current chairman Lin zhongsen).
ARATS, the full name of Association for Relations Across the Taiwan Strait, was established in Beijing on June 6th.199112 65438. According to the articles of association, it is a social organization legal person, with the purpose of promoting cross-strait exchanges, developing cross-strait relations and realizing the peaceful reunification of the motherland, and is committed to strengthening contacts and cooperation with social organizations and people from all walks of life who agree with its purpose, assisting relevant parties to promote cross-strait exchanges and exchanges, helping relevant parties to promote the settlement of problems in cross-strait compatriots' exchanges and safeguarding the normal rights and interests of compatriots on both sides of the strait. Rong Yiren, honorary president of ARATS, Wang Daohan, president of ARATS, Zhang Guanghui, president of Taiwan Province Compatriots' Federation, Lin Lihua, vice chairman of the Overseas Chinese Affairs Committee of the National People's Congress, and Cai Zimin, chairman of Taiwan Alliance, are all ARATS consultants. (After Wang Daohan died of illness on February 24th, 2005, the post of president was vacant until June 3rd, 2008. On June 3, 2008, Chen Yunlin became president. )
1992165438+10, ARATS and SEF discussed how to express their adherence to the one-China principle in cross-strait transactional (notarial certificate use) negotiations, and later formed the principle of "expressing one China by their own oral expressions", that is, "92 * * * Understanding". The concept of "92 * *" is a term used to summarize the views and understandings of the two sides of the Taiwan Province Strait on the "One China" issue and its connotation in the 1992 Hong Kong talks. Its core content and spirit is that "both sides of the Taiwan Strait adhere to the one-China principle".
This also laid the foundation for the negotiation between the two associations and the meeting between ARATS President Wang Daohan and Chairman Gu.
1From April 27 to 29, 1993, with the initiative and active promotion of ARATS and the joint efforts of both sides of the Taiwan Strait, the first "Wang-Koo Talks" which attracted much attention was formally held in Singapore. The "Wang Gu Talks" was held on the basis of the "1992 Understanding" reached by the two associations on both sides of the Taiwan Straits in 1992. On the basis that both sides of the Taiwan Strait adhere to the one-China principle, the "Wang-Koo Talks" held consultations on strengthening cross-strait economic cooperation and exchanges in the fields of science and technology, culture, youth and journalism, and signed four agreements, which were widely praised by both sides of the Taiwan Strait and the international community.
