Purpose and funded projects of Hope Project

1. Project Hope is a social welfare undertaking organized and implemented by China Youth Development Foundation to serve the development of young people. Its purpose is to implement the policy of raising education funds through multiple channels, mobilize private financial resources at home and abroad to establish funds, help out-of-school children in poverty-stricken areas in China to continue their studies, guarantee the right of school-age children to receive compulsory education, improve school-running conditions in poverty-stricken areas, and promote the development of basic education in poverty-stricken areas.

2. The projects to be funded by the Hope Project include:

(1) Set up grants to provide books for school-age children who have never attended school, dropped out of school or have learning difficulties in poor rural areas to help them complete their primary school studies.

(2) Establish the Hope Primary School Construction and Development Fund to help rural primary schools in poverty-stricken areas rebuild dilapidated school buildings or help rural primary schools without primary schools in poverty-stricken areas to build new school buildings, and uniformly name them Hope Primary Schools.

(3) Establish scholarships to help students who are admitted to large and medium-sized schools in poor areas, have financial difficulties in their families, and have excellent academic performance.

(4) Establish the Hope Project Park Award Fund to reward outstanding rural primary school teachers in poor areas.

(5) Donate hope stacks for rural primary schools.

(6) Other funded projects that meet the purpose of Project Hope.

Subsidize primary school students to complete their studies

1. Pupils who enjoy the Project Hope grant must meet the following conditions:

(1) Primary school-age children who have never entered school, dropped out of school or are about to drop out of school in poverty-stricken counties or villages.

(2) Students have a strong desire to go to school and their families support them.

(3) Normal intelligence and good health.

2, the program of funding object.

(1) Schools and village committees put forward funding targets according to the regulations and the relief places allocated by superiors, and after accepting the supervision and evaluation of the masses in a certain form, fill in the registration form of funded students and report it to the township (town) Hope Project Work Agency for review.

(2) After the township (town) hope project working institutions audit the funded objects, they will report the confirmed list to the county-level hope project working institutions for examination and approval, arrange funding, or report it to the provincial-level hope project working institutions for funding after being audited and summarized by the county-level hope project working institutions.

3, the way of funding subsidies

There are two ways of funding: twinning funding and fund funding.

(1) Pairing assistance means that the donor establishes direct contact with the aided students through the arrangement of the hope project work organization to form one-on-one assistance. The donor donated 400 yuan RMB (equivalent to US$ 50) to Project Hope at one time, and the Project Hope will be distributed to the aided students' schools in different semesters to pay for the books of the aided students.

(2) Fund support means that the engineering organization is expected to allocate funds from the general donations of the society. The aided students have no direct donors, and their grants are distributed in the same way as twinning grants. "General donation" refers to the donation to Hope Project without specific purpose. There is no limit to the amount of donation. All donations will be arranged by the work organization of Hope Project, and all of them will be used for funded projects that meet the purpose of Hope Project.

Subsidize the construction of Hope Primary School

1. The construction of Hope Primary School was funded by the China Youth Foundation and the local Hope Project Organization. The Hope Primary School project aided by China Youth Foundation shall be handled according to the requirements of China Youth Foundation, and the construction funds shall be transferred in time by the provincial hope project working institutions; Hope primary school aided by provincial or local hope engineering institutions, its project approval authority is in the provincial youth foundation (i.e. provincial hope engineering institutions). In principle, the aid funds for newly-built schools shall not be less than RMB 200,000, equivalent to US$ 25,000, and the aid funds for renovation of dilapidated buildings shall not be less than RMB 6,543,800+US$ 6,543,800. To fund the construction of Hope Primary School, in addition to the reconstruction funds allocated by the Hope Project Working Organization, the recipient should proceed from reality and match the funds according to the total project cost. In principle, the ratio of matching funds to reconstruction funds shall not be less than 1: 1.

2. Hope Primary School Construction Procedure

(1) Units that meet the conditions for the construction of Hope Primary School apply for the establishment of the school in the name of the county-level Hope Project implementation organization or the people * * *, and attach materials such as capital budget plan, campus planning, drawings for the establishment of the school, pictures of the original school, the availability of self-raised funds and the list of local preparatory leading groups, and submit them to the Provincial Youth Foundation.

(2) the provincial or local hope project work institutions provide donors with relevant materials for applying for the establishment of the school for their pledge.

(3) After the donor pledges, it will be recommended by the Provincial Youth Foundation, and the Provincial Youth Foundation will sign a donation agreement with the donor and a letter of responsibility with the people at the county level where the school is located. The agreement and the responsibility book should clarify the rights and obligations of all parties and have legal effect, so as to ensure that the hope primary school is completed on schedule with good quality; If the pledge is made by the local Hope Project Organization, it must be approved by the Provincial Youth Foundation, and the provincial youth foundation and the people at the county level where the school is located will determine the responsibility letter of the school and supervise and manage the school-building funds.

(4) After the completion of the primary school, the people at the county level where the school is located * * * or hope that the engineering work organization will submit two copies of the school construction final accounts report, financial audit report, project quality acceptance report and photos of the new school to the Provincial Youth Foundation, and establish school files and provide them to donors. After the completion of the primary school, it was uniformly named "Hope Primary School" and inscribed with the contributions of the donors. Donors who donate more than 200,000 yuan can add the name of the donor or other names proposed by the donor before the name of Hope Primary School, in addition to lettering in the school.

Hope Zhan

"Hope Stack" is a set of books designed for primary schools in poor areas. It is a small library with a capacity of 500 volumes. The donor donated 3,000 yuan (US$ 375), and the China Youth Foundation presented a set of hope stacks to a rural primary school on behalf of the donor. Each set of hope stacks will be named after the donor, and the name will be printed on the cover of each book.
