Since September 2020, Beijing Municipal Finance Bureau and Daxing District Government have taken the lead in actively applying for the demonstration city group of hydrogen fuel cell vehicles in Beijing, Tianjin and Hebei. Daxing District, together with six districts including Haidian and Changping, Tianjin Binhai New Area, Baoding City, Tangshan City of Hebei Province, Binzhou City of Shandong Province and Zibo City, etc. *** 12 cities (districts) form the demonstration urban agglomeration of hydrogen fuel cell vehicles in Beijing, Tianjin and Hebei. At present, Beijing has initially established a financial support policy system to promote the development of hydrogen energy industry, covering key technology research and development, construction and operation of hydrogen refueling stations, vehicle purchase subsidies and other links.

In terms of scientific research and development, according to Beijing's opinions on supporting the technological innovation of fuel cell vehicles, finance provides support for the key technological innovation of the whole industrial chain of fuel cell vehicles and vehicle hydrogen energy production, storage, transportation and processing.

In terms of the construction and operation of hydrogen refueling stations, according to the Notice of Beijing Urban Management Committee on Printing and Distributing the Detailed Rules for the Implementation of Subsidies for the Construction and Operation of Hydrogen Fuel Cell Vehicle Hydrogen Refueling Stations in Beijing, financial funds will give a one-time fixed subsidy for the construction of hydrogen refueling stations above designated size; In the operation link, the hydrogen refueling station gives an operating subsidy per kilogram of hydrogen.

In terms of vehicle purchase subsidies, the Municipal Finance Bureau is studying the financial subsidy policy for the promotion and application of fuel cell vehicles in Beijing, determining the municipal subsidy standards, and focusing on encouraging and guiding the application and batch demonstration of hydrogen fuel cell vehicles in urban construction logistics, long-distance transportation, remote suburban passenger transport and other scenarios.

#02 Beijing Release Plan Target

On August 16, Beijing Municipal Bureau of Economy and Information Technology officially released the Implementation Plan for the Development of Hydrogen Energy Industry in Beijing (202 1-2025) (hereinafter referred to as the "Plan"), and established the Implementation Plan for the Development of Hydrogen Energy Industry in Beijing during the Tenth Five-Year Plan.

According to the goal set in the plan, before 2023, Beijing will strive to build 37 hydrogen refueling stations and promote 3000 hydrogen fuel cell vehicles; By 2025, the cumulative promotion of hydrogen fuel cell vehicles will exceed 1 10,000 vehicles.

Beijing will rely on the major demonstration projects of the Winter Olympics and Paralympics to realize the leap of hydrogen energy technology innovation from 1 to 10 by 2023, and cultivate 5 to 8 leading enterprises in the hydrogen energy industry chain with international influence. The industrial scale of the industrial chain in Beijing-Tianjin-Hebei region exceeded 50 billion yuan, reducing carbon emissions by 1 10,000 tons. Especially in the transportation field, we will promote flexible construction modes such as hydrogen refueling stations and gas refueling stations, strive to build 37 hydrogen refueling stations, and promote 3,000 fuel cell vehicles.

By 2025, Beijing will have a large-scale promotion foundation for the hydrogen energy industry, a relatively complete industrial system and supporting infrastructure, cultivate 10 to 15 leading enterprises with international influence, form an industrial cluster for manufacturing key components and equipment of the hydrogen energy industry, and build 3 to 4 world-class industries R&D and innovation platforms. The industrial scale of hydrogen energy industry chain in Beijing-Tianjin-Hebei region will exceed 654.38+000 billion yuan, reducing carbon emissions.

#03 Tangshan released its development plan

Since the beginning of this year, Tangshan has issued the Tangshan Hydrogen Energy Industry Development Plan (202 1-2025), which defines the development goals of industrial chain development, demonstration and application, carrier platform construction, energy conservation and emission reduction. The overall layout of "one shaft, one port, three platforms and multi-point support" was planned. During the "Tenth Five-Year Plan" period, 30 hydrogen refueling stations were planned in the city, and 3,000 hydrogen fuel cell vehicles were promoted. By then, the city will become the second largest demonstration area of hydrogen fuel cell vehicles in Beijing-Tianjin-Hebei region after Beijing.

The promotion of fuel cell vehicles needs the comprehensive support of government, enterprises and social capital.

Beijing Municipal Finance will continue to optimize the financial support policy system, standardize the allocation and use of state incentive funds, give more play to the role of financial funds in inciting, guiding and driving industrial funds, attract more social funds to participate in the construction of hydrogen fuel cell vehicle ecosystem, and promote the development of hydrogen energy industry.

Zibo will take the opportunity of establishing a national demonstration city group of fuel cell vehicles to build a large-scale hydrogen production industrial base, a hydrogen production equipment industrial base, a fuel cell commercial vehicle industrial base and a fuel cell key material and component industrial base, further improve the industrial level, speed up the project layout, build the core competitive advantage of the hydrogen energy industry, and build a highland of hydrogen energy and fuel cell industries.

Tangshan will strengthen policy support and service guarantee in science and technology, talents, capital and market services, continue to deepen technical cooperation with Beijing-Tianjin-Hebei hydrogen energy research and application research institutions, cultivate leading enterprises and advantageous enterprises in the hydrogen energy industry chain, promote the construction of hydrogen production, hydrogen storage, hydrogenation and hydrogen consumption industry chain, and promote the high-quality development of the whole hydrogen energy industry in the city.

At present, the application and evaluation of fuel cell vehicle demonstration urban agglomeration is proceeding as planned. The Ministry of Finance will focus on supporting urban agglomerations with good foundation, available funds, clear planning objectives, clear application scenarios and guaranteed policies and systems in accordance with the principle of one mature plan.

In addition to the Beijing-Tianjin-Hebei urban agglomeration, there are 10 urban agglomerations including Shanghai, Guangdong, Jiangsu, Zhejiang, Shandong and Shanxi urban agglomerations applying for fuel cell vehicle demonstration urban agglomerations.

Shanghai is considered as one of the most alternative cities. According to the plan, Shanghai has set the targets of "100 stations, 1000 billion vehicles and 10000 vehicles" in the fields of hydrogen energy and fuel cell vehicles. By 2023, there will be nearly 100 hydrogen refueling stations, and 30 hydrogen refueling stations will be built and put into operation, resulting in an output value of nearly 1000 billion yuan, and nearly 10000 hydrogen fuel cell vehicles will be promoted.

Shanghai has also launched fuel cell vehicle cooperation projects with Suzhou, Nantong, Jiaxing, Zibo, Erdos and Ningdong energy and chemical bases.

It is reported that in the above-mentioned "1+2+4" urban agglomeration, Shanghai will be responsible for the comprehensive breakthrough of key component technology, multi-scene commercial demonstration and business model exploration; Zibo and Nantong are mainly responsible for the technical research and industrial application of proton exchange membrane and air compressor; Cities such as Suzhou are mainly responsible for the excavation of demonstration application scenarios and the large-scale application of clean low-carbon hydrogen.

According to the prediction of China Hydrogen Energy Alliance, by 2025, the output value of hydrogen energy industry in China will reach 1 trillion yuan; By 2050, the demand for hydrogen will be close to 60 million tons, and the emission reduction of carbon dioxide will be about 700 million tons.
