You think too much. In less than 70 years, the house has already become a dilapidated building.
Many old buildings in Jinan are "critically ill" and it is difficult for the property owner to repair them. This newspaper reported that Building 93 on Linxiang South Street was twice identified as a dangerous building, but the property owner has never been able to find the owner to repair it.
Recently, some citizens who live in dilapidated houses have reported to this newspaper that they are also in trouble because the property owners went bankrupt, restructured, or simply abandoned their properties.
Courtyard 123, Sanda South Road: The furniture trembles when you stamp your feet. Like Building 93, Linxiang South Street, Building 11, Courtyard 123, Sanda South Road, is also a dilapidated building with a history of nearly 60 years, and is also located in a busy city.
According to residents, this building was built in 1958, and the property rights belong to the Jinan Construction Machinery Factory, but the employees living there belonged to four or five units of the construction system at that time.
Lao Wang, a former first-construction employee and resident, told reporters that the building now has “flexible steel bars, peeling walls, water leaks from the top floor, and cracked walls.”
Now many roofs of the building have collapsed, and the yellow mud has fallen off, exposing reeds. Most of the residents on the top floor have moved out. Some residents feel that it is not safe to live upstairs and have settled in the bungalows downstairs.
The reporter saw in the bathroom on the second floor of the west unit that part of the roof collapsed. Residents said, "I have to hold an umbrella when going to the bathroom on rainy days."
Lao Wang told reporters that the walls above the second floor are not even "solid", but bricks are staggered to form a hollow structure.
Where the wall peeled off and the red bricks were exposed, the reporter found that the situation was indeed a "hollow" brick structure as Lao Wang said, with a gap forming in the middle of the building.
In another resident's home, the reporter stamped his feet, causing the furniture to "tremble" and the floor to crack.
Another resident, Lao Li, dug into the exposed steel bars of the wall with his hands, and the steel bars fell off like peach cakes.
The residents of this building are the same as the residents of Building 93, Linxiang South Street. They used to pay rent to the ownership unit. Later, the unit was restructured and the house became a dangerous building. The unit no longer collected rent and ignored them.
"Every flood season, the neighborhood committee posts a danger avoidance notice, but once the flood season is over, no one cares about this building." Residents introduced No. 5 Courtyard, Weiwu Road: It has been identified as a Class C dangerous building and Building 11, No. 123 Courtyard, Sanda South Road
Similarly, Courtyard No. 5 on Weiwu Road is also an old and dilapidated building with a unit and no one taking care of it.
On the morning of the 11th, the reporter saw at the door of the building a notice posted by the Huaiyin District Housing Authority on May 26 this year, saying that the walls and wooden structure of the building were aging and had been identified as a Class C dangerous building, and residents were asked to consider their safety.
, contact the property rights unit for repair and processing.
Mrs. Zhang, who has lived here for more than 50 years, has no hope in the content of the notice.
"The owner of the house is Universiade Transportation Company, which is right opposite the building, but the company has long since disowned us." It is understood that there are only 7 households living here, most of which are elderly people and laid-off workers.
Mrs. Zhang said that one night last year, she was sitting on a chair washing her feet when she heard a large piece of the wall behind her fall. Fortunately, it did not hit her.
"Does it really have to be like No. 50 Weishi Road, where something goes wrong before it attracts attention?" Mrs. Zhang said with a wry smile.
Last year, a staircase collapsed in an old German building at No. 50 Weishi Road, injuring a 70-year-old man.
Previously, the two ownership units, Jinan Heavy Machinery Factory and Jinjin Group, had been waiting for each other for many years, but no one came forward to repair it.
After the residents were injured, under pressure from all parties, the two property owners finally faced the problem head-on and funded the repair of the stairs and reinforcement of the floors.
There is currently no policy for dilapidated houses that are not owned by the ownership unit. The reporter learned from the housing management department that if it is a public housing directly managed by the housing management bureau, it will be managed by the housing management bureau and funded by the renovation. However, for dilapidated buildings with ownership units like Building 93, Linxiang South Street, the repair matters
The property rights unit shall be responsible.
Reporters combed through the news about old and dilapidated buildings that have been reported in the media in recent years and found that most of these houses were built in the last century, and most of them involved the restructuring, bankruptcy, and poor profitability of the original units. They had no responsibility but no motivation to repair the dilapidated buildings.
If the property owner is unable or refuses to repair dilapidated buildings, does the government have any relevant bailout policies?
In this regard, the reporter consulted various districts and the Jinan City Housing Authority and learned that "there is no relevant policy yet."
"Dangerous houses are generally repaired by the property rights unit. Although the property rights unit can also apply for the public maintenance fund, even if the application is approved, due to the limited amount of the fund, it will be a drop in the bucket for old and dilapidated houses." Work from the Housing Maintenance Fund Management Center of the Housing Authority
personnel said.
Since last year, the Municipal Housing Authority has begun comprehensive inspections of dilapidated buildings in various districts, and said that the next step will be to formulate special repair and renovation plans based on the various conditions found.
Residents of No. 123 Sanda South Road also confirmed that “the staff came one after another” but “nothing happened after that.”
On the afternoon of the 11th, reporters tried to understand the progress of this matter, but staff from the Propaganda Office of the Municipal Housing Authority said that “it is not convenient to inform you yet.”
