As a civil servant, I answer the actual difference from three aspects: promotion, welfare and stability.

Promotion:

1. The open job fairs for some leadership positions indicate that only the administrative establishment (that is, civil servants) can take the exam. Although recruitment with such restrictions is rare, it is fatal to get one if you want to go on the road of promotion.

On the surface, there is no difference in promotion, but in fact, the probability of promotion is different. For example, the Agricultural Bureau (administration) and its agricultural service center (participation in public services). The director of the Agricultural Service Center and the deputy director of the Agricultural Bureau are peer leaders. If it is the Municipal Agriculture Bureau (director level), the director of the agricultural service center is the deputy director level, and the deputy director may be the department level. However, if it is a county agricultural bureau (at the level), the director of the agricultural service center is a minor course, and the deputy director does not necessarily have a leadership level. Probably a clerk level, just like the ordinary clerk level of the Agricultural Bureau. Most importantly, most branches are smaller than the participating units under their jurisdiction. The agricultural bureau may only have 10 administrative staff. Apart from one official and two deputies, there are only seven staff members left. If there are vacancies in leadership positions, in most cases, they will be transferred from the bureau. The agricultural service center will count the personnel stationed in the town offices. There may be 50 people and eight or nine leaders, and the promotion ratio varies greatly. The biggest possibility is that the leadership positions of the agricultural service center are directly selected from the bureau-because although the level is the same, traditionally, the real director of the agricultural service center is stronger than the deputy leader of the bureau, and the deputy director is stronger than the ordinary clerk of the bureau-the so-called grassroots exercise.

Welfare:

3. There is little difference in the usual explicit income, but there is still difference in the implicit income. For example, at present, most local governments require to pay social security, but do not require administrative establishment. When I was on the job, I earned less money every month. Those who take part in public service receive social security after retirement, and those who take part in public service receive financial allocation, which is slightly higher than those who take part in public service.

4. Some places will make welfare for administrative staff. For example, in my area, civil servants with administrative staff can pay more money in addition to medical insurance and deposit it in the civil service medical fund with greater financial contribution. When you go to see a doctor, participating in public medical insurance is a part of yourself. The administrative part is part of the medical insurance association, and the rest is from the personal medical fund account of civil servants. Only when there is no money in the personal medical fund account will individuals pay.

5. In some documents issued in the last century, some benefits only stipulated the way of enjoying the administration and career at that time-there was no such thing as civil servants and taking part in official business at that time, but later the administration was classified as civil servants and the establishment of taking part in official business was added. For example, at the end of last century, during the reign of President Zhu, our district stopped housing distribution in kind and implemented the monetary housing distribution policy. The documents issued at that time were neither abolished nor revised. According to the provisions of those documents, the administrative staff enjoy welfare according to the administrative level, while the public documents do not stipulate that they can only enjoy welfare according to the professional title of the cause. But the problem is that the official title will never be promoted with reference to civil service management.

Stability:

6. A few years ago, the reform of the administrative organization diverted many people and retired early, but the administration was much less. On the one hand, the absolute number of administrations was small, on the other hand, the administration could be diverted to the participating units under its jurisdiction, but it was difficult for the participating units to be diverted to the administrative unit in charge.
