Article 1 In order to encourage the people to participate in and discuss state affairs and give full play to the enthusiasm and initiative of the people in socialist modernization, these Measures are formulated in accordance with the Constitution of the People's Republic of China. Article 2 These Measures shall apply to all collections and rewards of suggestions from people within the administrative region of this city. Article 3 The people’s suggestions referred to in these Measures refer to suggestions put forward by citizens of this city and other places (hereinafter referred to as proposers) on the development of this city’s economic and social undertakings. Article 4 These Measures are organized and implemented by the Municipal Letters and Calls Office (hereinafter referred to as the Municipal Letters and Calls Office). Article 5 People’s suggestions mainly include the following scope:

(1) Suggestions for economic development;

(2) Suggestions for the development of social undertakings;

< p>(3) Other suggestions. Article 6: Proposers may submit suggestions to the Municipal Letters and Calls Office at any time, and the Municipal Letters and Calls Office may also formulate and publish topics for collecting people’s suggestions and organize the collection publicly. Article 7: Proposers may submit people's suggestions in written form or in other ways.

People's suggestions put forward in writing shall state the title of the suggestion, the matters recommended and the reasons, the name and contact address of the proposer, etc. Article 8 When the Municipal Letters and Calls Office receives suggestions from the people, it shall timely screen and organize them and submit them to the Municipal People's Government or directly transfer them to the Municipal People's Government work department for study and handling. Article 9: The department responsible for people's suggestions shall report its handling opinions to the Municipal Letters and Calls Office within 90 days from the date of receipt of the people's suggestions assigned or transferred, and the Municipal Letters and Calls Office shall respond to the proposer. Article 10: After the people's suggestions are adopted, the competent departments of the beneficiary units shall report to the Municipal Letters and Calls Office the effects of the people's suggestions on the development of economic and social undertakings. Article 11 Based on the role and benefits the people's suggestions have played in the development of economic and social undertakings, one-time awards will be given according to the following provisions: (1) First prize, an award certificate will be issued, and a bonus of 1,000 Yuan;

(2) The second prize will be awarded with a reward certificate and a bonus of 500 yuan;

(3) The third prize will be awarded with a reward certificate and souvenirs.

Those who have played a special role in the development of economic and social undertakings will be given special prizes and certificates. The bonus will be determined based on the performance. Article 12 The Municipal People's Government shall commend and reward people's suggestions once a year. Article 13: Establish a People’s Suggestion Award Fund. The incentive fund is raised through municipal fiscal appropriation and sponsorship by beneficiary units, and is stored in a special fiscal account and used exclusively for special purposes.

The value-added part of the reward fund is used to reward people’s suggestions. Article 14 The Municipal Letters and Calls Office shall propose a list of award recipients based on the results reported by the competent department of the undertaking unit, fill in the "People's Suggestion Award Application Form", submit it to an evaluation group composed of relevant experts for evaluation, and submit the evaluation results to the Municipal People's Government for approval . Article 15: For people’s suggestions that win prizes, the bonuses will be paid directly to the winners. Article 16 These measures shall apply to rewards for compatriots from Hong Kong, Macao and Taiwan, and overseas Chinese who put forward suggestions for the development of economic and social undertakings in this city. Article 17: These Measures shall come into effect on the date of promulgation.
