At present, various localities and departments have successively reported requests for cadres managed by the central government (including those who have resigned from leadership positions and have not yet completed the retirement procedures, the same below) to concurrently assume leadership positions in social groups.

According to the provisions of Document No. 17 issued by the General Office of the Central Committee of the Communist Party of China, "Those who really need to hold concurrent leadership positions in social groups due to special circumstances must be approved according to the cadre management authority." In order to further standardize the approval procedures and strengthen the management of this work, the relevant issues are now

The notice is as follows: 1. Leading cadres who concurrently hold leadership positions in social groups must strictly comply with Document No. 17 issued by the Central Committee of the Communist Party of China, the General Office of the State Council's "Notice on Forwarding the Opinions of the Ministry of Civil Affairs on Cleaning up and Rectifying Social Groups" (No. 11 [1997] issued by the General Office of the State Council),

The provisions regarding part-time jobs for leading cadres in the "Regulations on the Registration and Management of Social Groups" and the "Measures on the Management of Foundations" shall be implemented.

The person in charge who concurrently holds the position of secretary-general or above of a social group should be in good health and be able to work normally. The term of office is generally no more than two terms, and the age is generally no more than 70 years old. Leading cadres are not allowed to serve as the legal representatives of two or more social groups at the same time.

The above regulations apply to leading cadres who have gone through the retirement (retirement) procedures and still need to work part-time in social organizations.

2. Centrally managed cadres who concurrently hold leadership positions in social organizations must be strictly controlled.

Social groups that really require part-time cadres managed by the central government must be organizations that play an important role in the country, region, industry, and economic, political, and social life, have a certain influence at home and abroad, and are formally approved by the civil affairs department.

It is true that due to work needs, leading cadres do not have other part-time jobs, and the leadership positions they hold concurrently are related to their own business work, they may concurrently hold leadership positions in a social group with approval.

Persons who concurrently hold leadership positions in social organizations shall not receive any remuneration from social organizations.

When leading cadres who concurrently hold leadership positions in social organizations reach the age of retirement, their retirement (retirement) procedures shall be handled in accordance with national regulations.

Cadres managed by the central government should not concurrently hold leadership positions (including honorary positions) in overseas social groups.

3. For cadres managed by the central government to concurrently hold leadership positions in social groups, the business supervisory unit of the social group should seek the opinions of the Party Group (Party Committee) of the unit where the cadre works in advance, and the opinions of the Party Group (Party Committee) of the unit where the cadre works should be reviewed and approved by the Party Group (Party Committee) of the unit where the cadre works.

, submit it to the Organization Department of the Central Committee for approval in the name of the party group (party committee) of the unit where the cadre belongs.

Among them, for part-time jobs of leading cadres at or above the ministerial level in central and state agencies, the unit where the cadre works must first seek the opinions of leading comrades in charge of the central government or the State Council before reporting to the Organization Department of the Central Committee.

4. When applying for centrally managed cadres to concurrently assume leadership positions in social groups, the following information must be stated: (1) The nature, tasks, and time of establishment of the social group, as well as the department and business supervisory unit that approved the establishment of the social group.

(2) The current or former positions of leading cadres, the reasons for holding part-time jobs, and whether they also serve as legal representatives; whether they have held part-time jobs in other social groups.

(3) If a leading cadre is currently concurrently holding the leadership position of a social organization and needs to continue to hold a part-time job, the time and term of the cadre's part-time job must be stated; if a leading cadre is newly holding the position of president (chairman) of a social organization concurrently, the original position must be stated.

5. In non-financial enterprises and public institutions that do not have government administrative and management functions, cadres under central management who concurrently hold leadership positions in social groups do not need to report to the Central Organization Department for approval.
