Port construction fee is a government fund collected, remitted, used, managed and supervised according to the Administrative Measures for the Collection and Use of Port Construction Fee, and it is a port fee specially set up to speed up port development and construction.

All docks, buoys, anchorages and waters within the jurisdiction of the port shall be opened to the outside world, and port construction fees shall be levied on the goods loaded and unloaded (including lightering). The obligatory payer of port construction fee is the shipper (or his agent) or the consignee (or his agent) of the goods.

The Ministry of Finance and the Ministry of Transport issued an announcement on the reduction and exemption of port construction fees and compensation funds for oil pollution damage from ships. Import and export goods (that is, goods exported abroad and imported abroad) are exempt from port construction fees.
