The previously released on-grid tariff policy for new onshore wind power benchmarks in the above years will no longer be implemented. The part of the on-grid tariff of photovoltaic power generation and onshore wind power within the benchmark on-grid tariff of local coal-fired units (including desulfurization, denitrification and dust removal tariffs) shall be settled by the local provincial power grid; The higher part is subsidized by the National Renewable Energy Development Fund.
Second, make clear the on-grid electricity price of offshore wind power benchmarking.
For offshore wind power projects without bidding, the on-grid electricity price is determined by distinguishing offshore wind power from intertidal wind power. The benchmark on-grid electricity price for offshore wind power projects is 0.85 yuan per kWh, and that for intertidal wind power projects is 0.75 yuan per kWh. The part of the on-grid tariff of offshore wind power within the benchmark on-grid tariff of local coal-fired units (including desulfurization, denitrification and dust removal tariffs) shall be settled by the local provincial power grid; The higher part is subsidized by the National Renewable Energy Development Fund.
Third, encourage the determination of new energy prices through market-oriented methods such as bidding.
The state encourages all localities to determine the owners and on-grid tariffs of new energy projects such as photovoltaic power generation, onshore wind power and offshore wind power through market competition, but the prices formed through market competition shall not be higher than the benchmark on-grid tariffs of photovoltaic power generation, onshore wind power and offshore wind power in similar resource areas stipulated by the state. The price determined by market competition such as bidding shall be settled by the local provincial power grid in the benchmark on-grid electricity price of local coal-fired units (including desulfurization, denitrification and dust removal electricity prices); The higher part is subsidized by the National Renewable Energy Development Fund.
Four. Other relevant requirements
All new energy power generation enterprises and power grid enterprises must truly and completely record and save the data of online trading power, price and subsidy amount of related power generation projects, and accept the supervision and inspection of relevant departments. Price departments at all levels should strengthen the supervision of the implementation of new energy on-grid tariffs and the settlement of subsidies for renewable energy development funds, and urge the implementation of relevant on-grid tariff policies.
1. To build an agricultural photovoltaic power station, we must first demonstrate the solar energy resources, and then sign an investment and development agreement with the local government when the resources meet the exploitable conditions, and then further implement the land area and land nature;
2, through the county department in charge of energy, the state department in charge of energy will be included in the "three-year rolling plan" of the preliminary work of the project to the provincial energy bureau;
3. After the project is included in the "three-year rolling plan", the preliminary work project will carry out the corresponding preliminary work;
4. The project owner voluntarily participates in the competitive allocation of photovoltaic power station construction scale organized by the annual Provincial Energy Bureau;
5. After the project has obtained the scale configuration, it shall apply to the Provincial Energy Bureau for filing according to the regulations, and the project can be started only after filing.
