In order to effectively improve the application quality and funding rate of NSFC projects in our university, the preparation for the application of NSFC projects in 2023 is now started. All colleges are requested to attach great importance to it, concentrate on it, and make good preparations for various applications according to the requirements of the school. The relevant matters are hereby notified as follows:
I. General requirements
Attach great importance to it, mobilize it extensively, make unified arrangements, strengthen guidance and strictly control it. Institutions refer to the 2022 project application guide (the specific application conditions are subject to the 2023 official guide), and pay attention to restrictions and other requirements. All colleges are invited to mobilize widely and encourage teachers who meet the application conditions to report all of them.
The final effective declaration will serve as an important basis for the target assessment of colleges and universities in 2023 and the allocation of other restricted application indicators.
Second, the topic selection requirements
The applicant should focus on the major needs and key issues of the country's economic, social, scientific and technological development, as well as the priority development areas of various departments of the Fund Committee during the Tenth Five-Year Plan period, refer to the application for project establishment in previous years, and combine his own research direction and previous research results to concise the idea of topic selection.
Third, apply for work arrangements.
(1) Make a plan (mid-June 65438+2022 10)
1. Each college makes an application work plan, and defines the work requirements and time schedule;
2. The dean in charge and the research secretary organize the applicant to study the relevant policy planning, refer to the 2022 project guide and other documents, and actively pay attention to the new policy changes of the national self-funded fund application.

(2) The first round of counseling (June 65438+2022 10-June 65438+June 065438+ 10)
1. The Ministry of Scientific Research will organize 1-2 expert counseling meetings;
2. According to the work plan and pre-application submitted by each college, the Scientific Research Office will inspect the overall work of the application, and the specific time for visiting the college will be notified separately;
3. Each college will organize an expert consultation meeting according to the actual situation, release news in time, do a good job of publicity, and report it to the scientific research office in advance, and the scientific research office will conduct research according to the expert consultation meeting held by each college.
(3) The second round of counseling (65438+February 2022 -65438+2023 10)
1. The General National Natural Science Foundation of China issued a notice of fund application in February 65438. According to the spirit of the latest application guidelines, the Ministry of Science and Technology will timely release the Guidelines for the Examination of the Form of National Self-funded Projects in Hubei University of Economics in 2023 and the Guidelines for the Examination of the Detailed Form of the Application Form of National Self-funded Projects in Hubei University of Economics in 2023 for the applicant's reference.
2. 12.30, each college will send the electronic version of the application summary form to the mailbox of the scientific research department again to determine the final number of applicants.
3. Each college invites peer experts to make a preliminary evaluation of the application by holding symposiums, project demonstration meetings, special counseling meetings, etc., and forms guidance opinions, which are fed back to the applicant for revision and polishing;
(4) The third round of counseling (65438+0 -2 months in 2023)
1. All colleges should make full use of their holiday time and continue to polish their applications by holding academic salons and special consultation meetings.
2. The dean in charge of each college should guide the application, and the scientific research secretary should conduct a strict formal review of the application.
(4) School audit (February-March, 2023)
1. On March, 20231,each college submitted the paper version of the Application Form for National Self-funded Projects (from the application system) and the Form Audit Form for National Self-funded Projects of Hubei University of Economics in 2023 (signed by the dean in charge and the research secretary) to the research office, and at the same time sent the electronic version of the application form to the mailbox of the research office for formal audit;
2. After the applicant modifies and perfects the project application according to the feedback, the college organizes experts to re-evaluate, and the applicant further modifies and perfects the project application according to the expert opinions.
(5) Formal submission (March 2023 14)
The specific requirements and deadline for formally submitting the project application materials shall be subject to the application notice of the National Natural Science Foundation of China in 2023 published on the website of the school research office.
