In order to speed up the establishment and improvement of the social security system covering urban and rural areas, according to the spirit of "Guiding Opinions of the State Council on Launching the Pilot Project of New Rural Social Endowment Insurance" (Guo Fa [2009] No.32), combined with the actual situation in our province, we hereby formulate the following implementation opinions on the pilot project of New Rural Social Endowment Insurance (hereinafter referred to as "the new rural social endowment insurance").
I. Guiding ideology, basic principles and mission objectives
(1) guiding ideology. Guided by Deng Xiaoping Theory and Theory of Three Represents, we will thoroughly implement Scientific Outlook on Development, conscientiously implement the spirit of the 17th National Congress of the Communist Party of China and the Third Plenary Session of the Seventeenth Central Committee, and the decision-making arrangements of the provincial party committee and government. In accordance with the requirements of coordinating the construction of urban and rural social security system, we will pilot it first and gradually expand its coverage. Constantly improve the level of security, establish a new rural old-age insurance system that is compatible with the level of rural economic and social development in our province, compatible with other security measures, standardized management and socialized service, so that rural residents can enjoy basic old-age security.
(2) Basic principles. The basic principle of the new rural insurance system is "wide coverage, basic protection, flexibility and sustainability". Adhere to the level of security and the level of local rural economic development; Adhere to the financing mechanism combining individual contributions, collective subsidies and government subsidies; Adhere to the correspondence between rights and obligations and the combination of fairness and efficiency; Adhere to the combination of government-led and voluntary participation of rural residents, and guide rural residents to participate in insurance generally.

In 2009, according to the requirements of 10% counties (cities, districts) selected by the state, we will push our province to complete the first batch of pilot tasks approved by the state, and gradually expand the pilot in the future. Second, the insured object and scope
Rural residents who have reached the age of 16 (excluding students at school) and have not participated in the basic old-age insurance for urban workers may voluntarily participate in the new rural insurance at their domicile.
Third, raise funds.
The new agricultural insurance fund consists of individual contributions, collective subsidies and government subsidies.
(1) individual payment. The insured shall pay the endowment insurance premium as required. Individual payment standards are divided into five grades: 100 yuan, 200 yuan, 300 yuan, 400 yuan and 500 yuan, and additional payment grades can be added according to the actual situation. The insured person chooses the payment grade independently and pays the fee annually, and the payment method is determined by the local government. The provincial government adjusts the payment grade in a timely manner according to state regulations or farmers' income growth. Encourage rural young and middle-aged residents to pay fees continuously and pay more. Specific measures shall be formulated by the local government.
(2) Collective subsidies. Conditional village collective economic organizations shall give subsidies to members who participate in the payment of new agricultural insurance, and the specific subsidy standards shall be determined by the villagers' committee holding a villagers' meeting. Collective subsidies should adhere to the principles of openness, fairness and justice, implement the publicity system, and accept the supervision of the society and the masses. Encourage other economic organizations, social welfare organizations and individuals to provide financial support for the insured.
(3) government subsidies.
1. Basic pension. The government pays the new rural insurance basic pension in full to eligible insured persons. According to the unified national regulations, the basic pension standard is determined as 55 yuan per person per month. For the areas included in the national pilot, the central and provincial governments will give 40%, 60% and 80% subsidies to the eastern, central and western regions respectively according to the unified basic pension standard. Before the pilot is fully rolled out, the counties of the new rural insurance pilot will separately determine the subsidy measures according to the per capita financial situation. The remaining part of the central and provincial financial subsidies shall be borne by the municipal and county (city, district) governments. Conditional city and county (city, district) governments can raise the basic pension standard according to the actual situation. For rural residents who pay for a long time, the basic pension can be appropriately increased, and the funds raised and increased shall be borne by the municipal and county (city, district) governments.
2. Pay subsidies. City, county (city, district) government should give subsidies to the insured payment personnel, the subsidy standard is not less than 30 yuan per person per year, and make up the payment part. Appropriate encouragement may be given to those who choose higher-grade payment, and the specific standards and measures shall be determined by the municipal and county (city, district) governments. For groups with payment difficulties such as severely disabled people in rural areas, the municipal and county (city, district) governments should pay part or all of the minimum standard old-age insurance premiums.
Fourth, establish a personal account.
The government establishes a personal pension insurance account with a lifetime record for each new rural insurance participant. Individual contributions, collective subsidies and other economic organizations, social welfare organizations and individuals to the insured, the city and county (city, district) government to the insured's contributions are all credited to personal accounts. Subsidies paid by the government should be recorded in individual accounts separately. At present, the amount of personal account is calculated with reference to the one-year RMB deposit interest rate of financial institutions published annually by the People's Bank of China.

(2) Pension benefits. Pension benefits consist of basic pension and personal account pension. The basic pension is paid in accordance with the standard of not less than the basic pension stipulated by the state and the province. The monthly calculation and payment standard of personal account pension is the total accumulation of personal account funds divided by 139 (the same as the calculation and payment coefficient of personal account pension in the current basic old-age insurance for urban employees). When the insured dies, the balance of his personal account can be inherited according to law, except for government subsidies.

Nine, handling capacity building
(1) Strengthen the capacity building of handling services. We should make full use of modern management and service means to reduce administrative costs and improve work efficiency. The new agricultural insurance funds at all levels shall be included in the fiscal budget at the same level, and shall not be spent from the new agricultural insurance fund.
(2) Strengthen the construction of rules and regulations. In accordance with the overall requirements of standardized management and socialized service, formulate and improve the management rules and regulations of the new agricultural insurance business, standardize business processes, and establish and improve the internal control system, fund audit system and information disclosure system; Establish a new agricultural insurance publicity and inquiry system, and establish and improve the insured file management system.
