Third-party Internet payment, such as Alipay and WeChat payment, adopts the currency settlement of commercial bank deposits, which belongs to M 1 and M2 level digitization, and has no M0 level legal effect, let alone replaces M0.

DCEP doesn't need networking, only the mobile phone has electricity, and it doesn't need to be bound to a bank card for trading. Alipay needs to be networked and bound with bank cards.

DCEP has no intention to replace Alipay and WeChat, nor will it affect Alipay and WeChat.

But DCEP is more secure than Alipay and WeChat. If you compare Alipay to a bank, your money is in this bank, and all the money is transferred out through this bank. Although Alipay is big enough, it cannot rule out the possibility that Alibaba and Ant Financial will go bankrupt. After all, commercial banks are likely to go bankrupt, so the asset security of hundreds of millions of users cannot be guaranteed. For the regulatory authorities, the implementation of the digital currency endorsed by the central bank and the state is a precautionary measure.
