The review of fund projects is generally carried out in accordance with the procedures of preliminary examination, peer expert review, expert review group or professional Committee review. The Science Department of the National Natural Science Foundation of China is responsible for the preliminary examination of the application project. One of the following circumstances, not to continue to review and review:

1, the applicant does not have the application qualification or violates the relevant provisions of the Natural Science Foundation of China;

2, the application procedures are incomplete or the application does not meet the requirements;

3, the main content of the application project does not meet the scope of the National Natural Science Foundation of China or the application funds exceed the funding capacity of the fund project;

4. The projects previously funded by the applicant were poorly implemented.

Peer review means that peer review experts make independent judgments and evaluations on innovation, research value, research objectives, research programs, etc. The application project, generally adopts the way of communication review.

The applicant may put forward no more than 3 peer review experts who are not suitable for reviewing the application project (their subordinate units should be indicated and the reasons should be explained for reference when selecting peer review experts. The Science Department of the National Natural Science Foundation of China keeps this information confidential.

The Natural Science Foundation of China is responsible for setting up an expert review group or a professional review committee. Its members should not only have the basic conditions for peer review experts, but also have strong strategic awareness and extensive knowledge. The expert review group or the professional review committee shall put forward suggestions on project funding or approve funded projects on the basis of peer review; Participate in the formulation of discipline development strategy and project guide; Consulting fund management, etc. Experts participating in the evaluation work do not represent departments and units, and should consciously safeguard the scientificity and impartiality of the evaluation work of the Science Fund.

On the basis of expert review, the meeting of the Natural Science Foundation of China approves or authorizes the approval of different levels and types of projects or funding schemes, and conducts special examination and approval of projects applied by part-time natural science foundation experts during their term of office.
