The school originated from the Water Conservancy School of the Ministry of Water Resources of the Central People's Government founded in Beijing in 1951. In 1954, it was renamed the Beijing Water Conservancy School of the Ministry of Water Resources.

In 1958, Beijing Hydropower School and Beijing Hydropower Correspondence College were merged to form Beijing College of Water Resources and Hydropower.

In 1969, it moved to Yuecheng Reservoir, Cixian County, Hebei Province to run the school. In 1971, it was renamed Hebei Water Conservancy and Hydropower College.

In 1977, it moved to Handan City, Hebei Province to run the school. In 1978, it was renamed North China Institute of Water Conservancy and Hydropower.

In 1990, it was moved to Zhengzhou City, Henan Province to run the school. In 2000, it was transferred to the management of Henan Province by the Ministry of Water Resources.
