During the 20021two sessions, Cheng Xinxiang, deputy of the National People's Congress and director of the production department of Xiang Xiu Research Institute, Hunan Province, put forward the Proposal on Promoting the Customs of Setting off Fireworks and Firecrackers in China to Apply for the Intangible Cultural Heritage of the United Nations.
She made two suggestions:
First, the customs of fireworks and firecrackers should be declared to the UN intangible cultural heritage as soon as possible. The Ministry of Culture and Tourism will take the lead in organizing the application work, set up relevant expert groups as soon as possible, select projects from the national intangible cultural heritage list, and coordinate the governments of Hunan Province and Jiangxi Province and their relevant departments to sort out and declare the UN intangible cultural heritage materials, make a "bundled application", formulate detailed work plans and programs nationwide, and start specific work as soon as possible.
Two, as soon as possible to start the revision of the "Regulations" fireworks safety management. In order to promote the protection, inheritance, safe and sustainable development of non-legacy fireworks and firecrackers, implement the intangible cultural heritage law, curb the momentum of "one size fits all" banning fireworks and firecrackers and stigmatizing traditional customs regardless of folk opinions, promote the standardized management of fireworks and firecrackers according to law, and start the revision of the Regulations on the Safety Management of Fireworks and Firecrackers as soon as possible.
