The electricity part of gas power coal mine needs to receive funds. The collection scope of the electric power construction fund is the electricity consumption of the whole society except for the following special provisions. The scope of relief is that the electricity used for agricultural irrigation and drainage, emergency rescue and disaster relief and NPK compound production is exempted from the electric power construction fund, and the self-use electricity of self-owned power plants is exempted from the electric power fund. The electric power construction fund shall be collected by the power grid operating enterprises at the same time as the electricity charges are collected from the users, that is, the electricity charge voucher shall indicate the amount of electricity charged, the charging standard and the amount charged by the electric power construction fund, and the collected electric power construction fund shall be concentrated in the power grid operating enterprises at or above the provincial level. In addition to the electricity consumption reduced or exempted according to the regulations, all power users must pay according to the regulations and shall not refuse to pay.
