Scope and procedure of health poverty alleviation fund

I. Scope of assistance

(1) The recipients of health funds must meet the following conditions at the same time: the household registration is within the county; Filing of poverty-stricken people; Poor patients who still have a heavy burden of personal medical expenses after enjoying the existing medical security policy.

(2) Assistance standard: generally controlled between 500-5000 yuan per household per year. Patients with special difficulties who exceed the above-mentioned rescue standards shall be reported to the people's government at the county level for approval before implementation of rescue.

(III) Assistance content: mainly provide assistance for hospitalization expenses outside the policy scope within the county, outpatient expenses that are not included in the scope of reimbursement, and hospitalization expenses that cannot be fully reimbursed for medical treatment in different places according to regulations.

(4) Reimbursement process: poor people give priority to the implementation of the policy of "ten exemptions and four supplements" for medical treatment. On this basis, the medical expenses of poor patients are reimbursed (rescued) according to the process of "basic medical insurance → serious illness insurance → inclined payment → medical assistance → fund assistance".
