The overhaul fund can be used in four situations
The special property maintenance fund (commonly known as the overhaul fund) refers to the warranty period for all parts of the property and all facilities and equipment. Funds for repairs, updates, and renovations after maturity.
The "Measures" stipulate that the major repair funds involved include: the maintenance, update, and transformation costs of the exclusive part shall be borne by the owners of the exclusive part; the maintenance, update, and transformation costs of the partial ***-owned parts shall The cost of maintenance, renewal, and renovation of all owners shall be shared by all owners according to the proportion of their building area; if all the houses are not sold, the cost of development shall be shared by all owners. The construction unit shall allocate the maintenance, renewal and renovation costs of all parts and all facilities and equipment according to the proportion of the unsold part of the building area.
To use the overhaul fund, the owners' committee must formulate a usage plan and publicize it in the property management area for more than 5 days. The contents of the plan include the specific scope and content of repairs, updates, and renovations, maintenance, update, and renovation plans and project plans, cost budgets, and payment schedules.
According to the "Measures", the following expenses cannot be withdrawn from the overhaul fund, but are borne by property management fees: ***Repair and maintenance costs for facilities and equipment; Property borne by the development and construction unit*** The cost of repair, update and transformation of all parts and all facilities and equipment; the repair costs of all parts and all facilities and equipment of the property due to man-made damage borne by the parties; the cost of water supply and all facilities and equipment borne by relevant units Repair and maintenance costs for pipeline facilities and equipment such as power supply, gas supply, heating, communications, and cable TV.
The overhaul fund is mainly used in two aspects:
First, it is used for the first-class assets or first-class facilities and equipment supporting housing and buildings after the warranty period has expired. Overhaul, update, remodel. For example, public elevators, secondary water supply, core air conditioning, various pipelines, etc., postal boxes, garbage chute, fire protection facilities, etc.
Second, it is used for the maintenance of the most common parts, that is, the load-bearing structural parts of the house, including floor coverings, roofs, beams, columns, internal and external walls, stairwells, corridors, etc.
The premise is that these problems occur in the service area and not in an owner's home. For example, if an owner has problems such as water leakage or ceiling collapse in his home, he is not included in this category and cannot use the overhaul fund. When a repair is completed, and after calculation and verification by the District Housing Authority, the cost will be directly deducted from the owner's respective overhaul fund account based on the housing area or the cost will be shared equally.
