Social organizations are not allowed to engage in profit-making activities. Article 5 The civil affairs departments of the people's governments of provinces, cities and counties (including county-level cities and districts, the same below) are the registration and management organs of social organizations, and perform their duties of supervision and management according to law, except as otherwise provided by laws and administrative regulations.
The relevant departments of the people's governments of provinces, cities and counties or organizations authorized by the people's governments of provinces, cities and counties according to law are the competent business units of relevant social organizations, and perform their duties of supervision and management according to law, except as otherwise provided by laws and administrative regulations.

Chapter II Establishment, Modification and Cancellation Article 7 The registration administration organ shall, jointly with the competent business units and relevant departments, examine the qualifications of the promoters and responsible persons of social organizations, the names and business scope of social organizations according to law. Article 8 The registration administration organ shall examine the application materials submitted by the applicant, report them to the people's government at the same level for examination and approval, and handle them in accordance with legal procedures. Article 9 The establishment of the following social organizations can be directly registered according to law:
(a) composed of units engaged in economic activities of the same nature, people in the same industry or trade associations and chambers of commerce in the same regional economy;
(two) social organizations and social service institutions engaged in academic research and exchange activities in the fields of natural science and engineering technology;
(3) Charitable social organizations that provide services such as helping the poor, helping the needy, helping the elderly, saving orphans, caring for the sick, helping the disabled, providing disaster relief, helping doctors and helping students;
(four) in order to meet the needs of urban and rural community residents, urban and rural social service social groups and social service institutions active in the community. Article 10 When a social organization changes its registered items, it shall go through the relevant formalities at the registration administration organ in accordance with the relevant provisions of internal democratic decision-making procedures.
If there is a competent business unit, it shall go through the relevant change registration formalities at the registration authority after being examined and approved by the competent business unit. Eleventh social organizations in any of the following circumstances, it shall apply to the registration authority for cancellation of registration:
(1) Termination of the Articles of Association;
(2) Deciding to dissolve on its own;
(3) It needs to be dissolved due to division or merger;
(4) Cancellation of registration or revocation of legal person registration certificate according to law.
Before a social organization cancels its registration, it shall set up a liquidation group under the guidance of the competent business unit and other relevant organs to carry out liquidation, and shall handle relevant matters with the registration administration organ according to law within 15 days from the date of liquidation. Chapter III Internal Governance Article 12 Members (members' representatives) of social organizations The general assembly and the Council are decision-making bodies of social organizations and exercise the following functions and powers according to law:
(a) to formulate and amend the articles of association;
(two) to formulate and revise the membership fee standards;
(3) To formulate and revise the electoral methods;
(four) review the work report and financial report;
(5) Deciding to terminate.
(6) Other matters stipulated in the Articles of Association. Thirteenth social organizations can set up a board of supervisors or supervisors according to the scale. A supervisor may not be a director of a social organization, a close relative of a director or an accountant. Article 14 If the Council of a social organization fails to perform the duties of convening the general meeting of members (members' representatives), more than one third of the members may jointly suggest that the convener convene and preside over the general meeting of members (members' representatives). Fifteenth social organizations should establish an internal management system with articles of association as the core, and improve the mechanisms of democratic election, democratic decision-making, democratic management, democratic supervision, honesty and self-discipline. Sixteenth social organizations should establish an internal information disclosure mechanism, and announce their main activities, financial status, work reports and other information to members or directors at least once a year.
If a social organization accepts donations and subsidies, it shall announce the information of accepting donations and subsidies to the public within 15 working days after accepting donations and subsidies, and disclose the relevant information of donations and subsidies in the annual report. Article 17 The assets and income of social organizations shall all be used for the business scope stipulated in the articles of association and the development of public welfare undertakings, except as otherwise provided by laws and regulations.
The property disposal of a social organization shall conform to the purpose stipulated in its articles of association and the business scope of service activities, and shall not be distributed among members or directors. Article 18 Social organizations shall implement the accounting system of non-governmental non-profit organizations stipulated by the state.
Social organizations shall ensure that accounting data are legal, true, accurate and complete, and keep accounting data in accordance with relevant regulations.
