The state will provide appropriate subsidies for losses incurred when Tibet launches universal postal services in rural areas, provided that postal enterprises themselves make efforts to reduce service costs.
Before the establishment of the Telecommunications Universal Service Fund, we will continue to promote universal telecommunications services in Tibet through the "Telephone Access to Every Village" project; after the establishment of the Fund, Tibet will be given preferential treatment in terms of compensation policies and fund use based on actual conditions.
