, formulate these measures.
Article 2 Directly engage in coal production, non-coal mine mining, construction engineering construction, dangerous goods production and storage, transportation, fireworks and firecracker production, metallurgy, machinery manufacturing, weapons and equipment research, production and testing within the territory of the People's Republic of China
These Measures apply to enterprises (including civil aviation and nuclear fuel) and other economic organizations (hereinafter referred to as enterprises).
Article 3 The term "safety production expenses" as mentioned in these Measures (hereinafter referred to as "safety expenses") refers to funds that are withdrawn by enterprises and listed in costs according to prescribed standards, and are specifically used to improve and improve the safety production conditions of enterprises or projects.
Security fees are managed in accordance with the principle of "enterprise extraction, government supervision, ensuring needs, and standard use".
Article 4 The meanings of the following terms in these Measures are: Coal production refers to activities related to coal resource mining operations.
Non-coal mine mining refers to the exploration operations and production, mineral processing, pit closure and tailings pond operation, closure and other related activities of oil and natural gas, coal bed methane (surface mining), metal mines, non-metallic minerals and other mineral resources.
Construction projects refer to the new construction, expansion, reconstruction and mine construction of civil engineering, construction engineering, tunnel engineering, line pipeline and equipment installation and decoration projects.
Dangerous goods refer to items listed in the national standards "List of Dangerous Goods" (GB12268) and "Catalogue of Hazardous Chemicals".
Fireworks and firecrackers refer to fireworks and firecracker products and civilian black powder, pyrotechnic powder, fuse and other items used in the production of fireworks and firecrackers.
Transportation includes road transportation, water transportation, railway transportation, and pipeline transportation.
Road transportation refers to the transportation of passengers and goods using motor vehicles as means of transportation; water transportation refers to the transportation of passengers and goods using ships as means of transportation, as well as port loading, unloading, and storage; railway transportation refers to the transportation of passengers and goods using trains as means of transportation.
(Including high-speed rail and intercity railway); Pipeline transportation refers to the transportation of liquid and gas materials using pipelines as tools.
Metallurgy refers to activities related to the smelting and rolling processing of metal minerals, including: the smelting, production and processing activities of ferrous metals, non-ferrous metals, gold, etc., as well as the production of carbon, refractory materials and other auxiliary process links that are matched with the main process flow.
Machinery manufacturing refers to the manufacturing activities of various power machinery, metallurgical mining machinery, transportation machinery, agricultural machinery, tools, instruments, instruments, special equipment, large and medium-sized ships, petroleum refining equipment and other mechanical equipment.
Weapons and equipment development, production and testing, including scientific research, production, testing, storage, transportation, destruction, maintenance and support of weapons and equipment and ammunition.
Chapter 2, Article 5: Coal production enterprises shall withdraw funds on a monthly basis based on the output of mined raw coal.
The extraction standards for unit production safety expenses of raw coal in various coal mines are as follows: (1) 30 yuan per ton of coal in coal (rock) and gas (carbon dioxide) outburst mines and high gas mines; (2) 15 yuan per ton of coal in other underground mines; (3) open-pit mines

Article 6: Non-coal mining enterprises shall withdraw funds on a monthly basis based on the output of raw ore mined.

The mine storage is calculated based on the amount of tailings entering the storage. The third-grade and above-grade tailings ponds are 1 yuan per ton, and the fourth- and fifth-grade tailings ponds are 1.5 yuan per ton.
For tailings ponds that have been closed before the issuance of these measures, extraction will be based on the effective storage capacity of the stored tailings. If the storage capacity is less than 1 million cubic meters, 50,000 yuan will be withdrawn per year; if the storage capacity exceeds 1 million cubic meters, extraction will be made every year.
An increase of 1 million cubic meters will increase by 30,000 yuan, but the maximum annual withdrawal amount shall not exceed 300,000 yuan.
Raw ore output does not include tailings and low-grade ores used for comprehensive utilization in metal and non-metal mine tailings ponds and waste rock dumps.
The safety expenses of geological exploration units are calculated at 2% of the total cost of geological exploration projects or projects.
