(1) Living allowance for the disabled.
For severely disabled people in low-income families, non-severely disabled people in 35% low-income families who receive living allowances according to local low-income standards, and severely disabled people in 25% low-income families who receive living allowances according to local low-income standards, 25% of the original low-income families who receive living allowances according to local low-income standards will be cancelled. For the mentally, physically, mentally and visually disabled who have no fixed income, a living allowance of 100% shall be given according to the local minimum living standard. If the per capita income of the family is less than 2 times of the local minimum living standard, the special disabled who depend on the elderly will be given a living allowance of not less than 60% of the local minimum living standard. At the same time, the life assistance fund for the disabled with special difficulties other than the original minimum living allowance will be cancelled.
(2) Nursing allowance for severe disability.
Urban and rural areas are allocated according to the standards of not less than 120 yuan/month/person and 80 yuan/month/person. Conditional counties can formulate two subsidy standards according to the different difficulties of the disabled, improve the accuracy of the system and increase the subsidy. All localities should adjust in time according to the local economic and social development level, improve year by year, and gradually realize the unification of urban and rural subsidy standards.

Article 67 The preparation and examination and approval of the draft budget and final accounts of the social insurance fund shall be carried out in accordance with the law and the provisions of the State Council.
Article 68 Social insurance funds shall be deposited in special financial accounts, and specific management measures shall be formulated by the State Council.
Article 69 Social insurance funds shall be invested and operated in accordance with the regulations of the State Council under the premise of ensuring safety, so as to maintain and increase the value. Social insurance funds shall not be used for illegal investment and operation, for balancing other government budgets, for building or rebuilding office buildings, and for paying personnel expenses, operating expenses and management expenses, or for other purposes that violate laws and administrative regulations.
Seventieth social insurance agencies shall regularly announce to the public the participation in social insurance and the income and expenditure, balance and income of social insurance funds.
