Characteristics of medical insurance
(1) Sociality
Compared with the original medical system of public expense and labor insurance, the basic medical insurance is characterized by social insurance. Specifically, although this system still needs to be carried out by employing units, the collection of insurance funds and the payment of medical expenses are carried out in the whole society and managed by relevant government departments.
The basic medical insurance is organized by the government, with guaranteed sources of funds, legal operating procedures and strict supervision mechanism. Compared with the original system, it has enhanced the ability of employees to resist risks.
(2) Compulsory and non-profit
Compared with commercial insurance, basic medical insurance is characterized by compulsory and non-profit.
because the purpose of basic medical insurance is to ensure that eligible urban workers can get timely and effective medical services, the government has implemented this system by compulsory means, and all units and employees within the prescribed scope must participate.
since the basic medical insurance is conducted by the government, it is not tax-paying, not for profit, and the expenses of managers are allocated by the government, the medical insurance premium can be guaranteed to be fully used to pay the medical expenses of employees.
