Article 3 The coordination of labor insurance expenses for engineering projects of construction and installation enterprises in Dalian (referred to as labor insurance expense coordination) shall be under the unified leadership and management of the Municipal Urban and Rural Development Committee. Article 9 After collecting the labor insurance fees, the municipal labor insurance coordinating agency shall withdraw 19% of the total wages of employees of the construction and installation construction enterprises participating in the social pension insurance co-ordination from the labor insurance co-ordination fee and pay monthly employee contributions to the labor insurance company.

Article 12 The municipal labor insurance fee co-ordination agency may withdraw management fees not exceeding 2% of the total labor insurance fee co-ordination.
Article 13 The municipal labor insurance expense coordinating agency should establish and improve the accounting, auditing, reporting and other management systems for labor insurance expenses, and regularly inspect the relevant accounts of construction enterprises.
Construction companies whose accounts are inspected should voluntarily accept inspections.
Article 14 The collection and use of labor insurance fees and management fees shall be subject to supervision and inspection by finance, auditing, labor, trade union and other departments.
Article 15: After a building, installation and construction enterprise implements the overall planning of labor insurance expenses, the enterprise will still be responsible for the payment of labor insurance expenses and daily personnel management of its employees.
Article 16 After the construction and installation construction enterprises implement labor insurance coordination, employees who participate in Dalian Urban Employees Pension Insurance shall make individual contributions to the local labor insurance company in accordance with the "Dalian Urban Employees Social Pension Insurance Regulations".
Article 17 The Dalian Urban and Rural Development Commission is responsible for the interpretation of these Measures.
