Enterprise employees who meet the following conditions can apply for skills improvement subsidies: (1) Those who participate in unemployment insurance in accordance with the law and have paid unemployment insurance premiums for more than 36 months (inclusive) in total.
(2) Obtained junior (level 5), intermediate (level 4), senior (level 3) vocational qualification certificates or vocational skill level certificates since January 1, 2017.
2. Review procedures Employees should apply for skills improvement subsidies at the unemployment insurance agency in the place where they participate in unemployment insurance within 12 months from the date of issuance of the vocational qualification certificate or vocational skill level certificate.
According to the regulations: Employees who have participated in unemployment insurance for one year and have paid cumulative contributions for one year (hereinafter referred to as "one year of insurance payment") and have obtained the skills of employees with junior (level five), intermediate (level four), and advanced (level three) vocational qualification certificates
Upgrading subsidy funds shall be disbursed from the unemployment insurance fund or the unemployment insurance fund's vocational skills improvement action funds (hereinafter referred to as the improvement action funds).
Skills improvement subsidy funds for other employees who have signed labor contracts with enterprises in accordance with the law and obtained professional qualification certificates will be disbursed from the improvement action funds.
However, for enterprises that invest in organizing training, subsidies will be provided directly to the enterprises.
