How can the Northeast economy overcome obstacles?

Text | Northeastern University of Finance and Economics Northeast Asia Economic Research Institute Research Team Since the implementation of the Northeast Revitalization Strategy, certain results have been achieved in terms of economic aggregate, industrial upgrading, institutional reform, opening to the outside world, and social and people's livelihood.

However, under the requirements of high-quality transformation and development of China's economy and modernization of the industrial chain, the development of Northeast China still lags far behind the goal of comprehensive revitalization. It is necessary to promote the implementation of the strategy at a faster and more efficient pace and plan in advance for the "Ten Ten-Year Plan".

The Fourth Five-Year Plan for development.

Shortcomings of Northeastern Economic Development The current shortcomings of Northeastern economic development are mainly reflected in: First, the economic aggregate and growth rate are still at the middle and lower reaches of the country.

Among the 31 provinces, municipalities and autonomous regions, Liaoning, Heilongjiang, and Jilin ranked 15th, 24th, and 26th respectively in total GDP in 2019, and ranked 26th, 29th, and 30th in nominal GDP growth rate respectively.

Second, the reform is not strong enough and relevant policies, systems, and measures need to be further liberalized.

Third, the industrial structure needs to be optimized urgently, the level of the industrial chain needs to be improved, there are shortcomings in the tertiary industry and strategic emerging industries, and industrial development lacks "technological brains".

Fourth, the market vitality is insufficient, the private economy develops slowly, and private enterprises and small and medium-sized enterprises lack a good business environment.

Fifth, there is insufficient regional coordination, and each region lacks overall planning, layout and interconnection.

Sixth, the level of opening up to the outside world needs to be further improved.

Recommendations for the "14th Five-Year Plan" for Northeast Revitalization The preparation of the national "14th Five-Year Plan" has been launched.

The current economic situation at home and abroad is severe, the impact of the COVID-19 epidemic on the world continues, and the international environment China faces is becoming increasingly complex.

Under this situation, it is necessary to accelerate the formation of a new "dual circulation" development pattern with the domestic circulation as the main body in accordance with the requirements of the central government.

Therefore, planning the strategic layout of the "14th Five-Year Plan" for the revitalization of Northeast China is crucial to the stable and healthy development of China's economy.

In the "14th Five-Year Plan", the Northeast region must accelerate strategic advancement, increase reform efforts, increase the height of opening up, enhance the depth of innovation, achieve overtaking in corners, and open a new chapter in the comprehensive revitalization of Northeast China.

First of all, the "14th Five-Year Plan" for the revitalization of Northeast China must have a high starting point and high-quality planning.

The central government has long made clear the strategic positioning of Northeast China, which is an important strategic resource base for the country and is related to the country's national defense security, industrial security, food security, energy security, ecological security, etc.

As the international trade and investment environment changes, Northeast China will become a new frontier for opening up to the outside world.

Therefore, the "14th Five-Year Plan" requires high standards and requirements for the economic and social development of Northeast China: Northeast China is a strategic highland for realizing the great rejuvenation of the Chinese nation, a new frontier for further opening up, and a security guarantee for the healthy development of the country's economy.

It is necessary to set higher standards in terms of planning requirements and development goals: the relevant systems, mechanisms and management levels should be aimed at the advanced international and domestic levels; the quality, speed and industrial structure of economic development should be comparable to the level of domestic developed regions; it should be the largest

It will shorten the time for the transformation and upgrading of traditional industries to a certain extent, and synchronize the transformation and development of traditional industries with the layout and development speed of emerging industries; ultimately, in terms of development goals, it will be consistent with the national economic and social development level, and simultaneously achieve the great rejuvenation of the Chinese nation.

Secondly, in view of the outstanding problems faced by the development of Northeast China, it is recommended to increase policy liberalization, establish reform pilot zones, promote industrial transformation and upgrading, enhance innovation capabilities, improve the business environment, strengthen regional coordinated development, create new open highlands, and strengthen talent

Team building and strategy implementation effect assessment and other aspects seek breakthroughs for the development of the "14th Five-Year Plan".

1. Increase policy liberalization and teach the Northeast how to fish. The first is population policy.

The sixth census shows that the birth rates in Liaoning, Jilin, and Heilongjiang are only 0.74, 0.76, and 0.75 respectively, which are super low birth rates.

Since 2015, the natural population growth rate in Northeast China has been continuously negative, and the proportion of young labor force has been declining. In the long run, this will restrict economic development and affect economic vitality.

It will also lead to a serious problem of population aging and increase the financial burden.

It is recommended that while encouraging childbearing, priority should be given to relaxing childbearing restrictions in the Northeast, from allowing two to three children, and even encouraging more children.

If the Northeast can liberalize its population policy before other regions, the population problem in the Northeast will be greatly alleviated or solved.

The second is land policy.
