Medical institutions shall explain in writing the reasons why the cost of rescue and treatment exceeds 72 hours (the total cost of rescue shall not exceed the maximum limit), and the specific cost shall be accounted for according to the charging standard approved by the price department where the motor vehicle road traffic accident occurred. For the rescue expenses that meet the scope of payment, the victim's family has paid but applied to the rescue fund manager for advance payment, and the medical institution proves that it is clear that follow-up treatment is needed, the rescue fund manager shall advance the generated rescue expenses to the hospital as follow-up treatment expenses in accordance with the regulations. The funeral expenses shall be determined according to the reasonable charging standard set by the price department at the place where the motor vehicle road traffic accident occurred.

The social assistance fund for road traffic accidents refers to the social special fund raised according to law to pay for the funeral expenses of victims of motor vehicle road traffic accidents and part or all of the rescue expenses. The application for traffic accident rescue fund can be divided into partial or total rescue expenses and funeral expenses.

Legal basis: Article 98 of the Road Traffic Safety Law stipulates that if the owner or manager of a motor vehicle fails to take out compulsory third-party liability insurance for motor vehicles in accordance with state regulations, the traffic administrative department of the public security organ shall detain the vehicle until it is insured in accordance with the regulations, and impose a fine of twice the minimum liability limit for insurance. All the fines paid are included in the social assistance fund for road traffic accidents.
