Chapter I General Provisions Article 1 These Measures are formulated in accordance with the Law of the People's Republic of China on the Protection of Disabled Persons (hereinafter referred to as the Law on the Protection of Disabled Persons) and relevant state laws and regulations, and in combination with the actual situation of our province. ? Disability identification shall be carried out by medical institutions designated by the health administrative departments of provinces, cities and counties (cities) in conjunction with relevant departments in accordance with the standards prescribed by the state. City, county (city) Disabled Persons' Federation issues disabled persons' cards. ? Article 3 Disabled persons enjoy equal rights with other citizens and enjoy special assistance from the state. ?

Disabled people must abide by the law, fulfill their due obligations, observe public order and respect social morality. ?

Disabled people should carry forward the spirit of optimism, self-esteem, self-confidence, self-improvement and self-reliance and contribute to socialist construction. Article 4 The state and society shall give special protection, preferential treatment and pensions to disabled soldiers, persons disabled in the line of duty and other disabled persons, and safeguard the interests of the state and people. ? Fifth people's governments at all levels lead the cause of the disabled, and the leading and coordinating institutions of the people's governments at the same level are responsible for coordinating, supervising and inspecting the implementation of the Law on the Protection of the Disabled and these Measures. ?

The relevant administrative departments shall perform their respective duties and implement the Law on the Protection of Disabled Persons and these Measures, as well as other laws, regulations and rules on the protection of the rights and interests of disabled persons. Article 6 The people's government shall incorporate the cause of the disabled into the national economic and social development plan, and the funds shall be included in the fiscal budget at the corresponding level, which will increase year by year with the economic and social development. ? Article 7 Disabled Persons' Federation represents the interests of disabled persons, safeguards their legitimate rights and interests, unites and educates disabled persons, and widely mobilizes social forces to serve them; To undertake the daily work of the leadership and coordination agency for the disabled and assist the people's government in developing and managing the cause of the disabled. ?

Article 8 The whole society should carry forward the socialist humanitarian spirit, understand, respect, care for and help the disabled, and support the cause of the disabled. ?

Organs, organizations, enterprises and institutions and village (neighborhood) committees shall do a good job in the work of disabled people within their respective scope. State functionaries and other persons engaged in the work for the disabled should perform their respective duties and strive to serve the disabled. ?

Relatives and guardians of disabled persons shall not abuse or abandon disabled persons. ? Article 9 People's governments and relevant departments shall carry out disability prevention work in a planned way, and strengthen leadership and publicity on disability prevention work. Organize and mobilize social forces to take measures to prevent the occurrence and development of disability. ? Article 10 People's governments and relevant departments shall commend and reward disabled people who have made outstanding contributions to socialist construction, and units and individuals who have made remarkable achievements in safeguarding their legitimate rights and interests, developing their undertakings and serving them. Eleventh organs, organizations, enterprises and institutions, other organizations and citizens within the province shall abide by these measures. Chapter II Rehabilitation Article 12 People's governments and society should take rehabilitation measures to help disabled people recover or compensate their functions and enhance their ability to participate in social life. ?

Health, finance, education, civil affairs and other relevant administrative departments and the Disabled Persons' Federation form a coordination body for the rehabilitation of the disabled, which is responsible for organizing and coordinating rehabilitation work and implementing rehabilitation tasks. ? Thirteenth people's governments and relevant departments should set up rehabilitation medicine departments (rooms) in hospitals in a planned way; Organize and guide urban and rural community service networks, medical prevention and health care networks, disabled organizations, families of disabled people and other social forces to carry out community rehabilitation work; Popularize rehabilitation knowledge and teach rehabilitation methods to disabled people and their relatives, relevant staff and volunteers. Article 14 Rehabilitation education centers for the disabled in provinces and municipalities directly under the Central Government shall carry out rehabilitation medical treatment and training, scientific research, personnel training and technical guidance. ?

Health and medical units undertaking rehabilitation medical tasks should make use of existing technical strength and facilities to implement effective rehabilitation medical care for the disabled. Hearing language training departments (classes) in cities and counties (cities, districts) under provincial jurisdiction provide hearing language training for deaf children. Encourage and support social forces to set up hearing and language training courses for deaf children. ?

Schools, welfare factories, welfare homes and other institutions serving the disabled should create conditions to carry out rehabilitation training activities. ? Fifteenth people's governments at or above the county level and other relevant parties shall take various forms to provide technical training for the personnel engaged in rehabilitation work, so as to improve the level of rehabilitation technology. Medical colleges and other relevant institutions should offer rehabilitation courses and specialties in a planned way to train all kinds of rehabilitation professionals. ? Article 16 Within the scope of rehabilitation medical care determined by the state, if the rehabilitation medical expenses paid by the disabled for restoring and compensating functions belong to public medical care, labor insurance medical care or cooperative medical care, they shall be settled in accordance with the provisions of public medical care, labor insurance medical care or cooperative medical care; If it does not fall within this scope, it shall be borne by himself or his relatives; Really unable to afford, by my application, the local people's government and relevant departments in accordance with the relevant provisions of subsidies. ?
