1. 3. The urban residents’ pension insurance fund is mainly composed of personal contributions and government subsidies.

(1) Individual payment. Urban residents participating in the urban residents’ pension insurance shall pay pension insurance premiums in accordance with regulations. The payment standards are currently set at 10 levels of 100 yuan, 200 yuan, 300 yuan, 400 yuan, 500 yuan, 600 yuan, 700 yuan, 800 yuan, 900 yuan, and 1,000 yuan per year. The local people's government can add payment levels according to actual conditions. The insured can choose the payment level independently, and the more he pays, the more he will get. The state adjusts payment levels in a timely manner based on economic development and growth in per capita disposable income of urban residents.

(2) Government subsidies. The government will fully pay the basic pension of urban residents’ pension insurance to the insured persons who meet the conditions for receiving benefits. Among them, the central government will provide full subsidies to the central and western regions according to the basic pension standards determined by the central government, and 50% subsidies to the eastern regions.

The local people's government should provide subsidies for the insured persons' payment, with the subsidy standard not less than 30 yuan per person per year; appropriate incentives can be given to those who choose higher-level payment standards.
