At present, the funds for doctoral education in my country mainly include living allowances, scientific research funds, scholarships, training grants, research grants, overseas visits, education funds, etc., but the amount is seriously insufficient.
First, the living allowance level for doctoral students is relatively low.
At the beginning of the establishment of the degree system, the state attached great importance to doctoral student subsidies. The subsidy level for doctoral students was equivalent to the fifth-level salary standard at that time, which was relatively high compared with the living standards and salary standards at that time.
Wang Zheng, a professor at the Chinese Academy of Sciences, recalled: "In 1989, my income as a doctoral student was 91 yuan, which was higher than the average person, who was 78 yuan per month." However, since the 1990s, with the gradual establishment and distribution of the market economy,
With the reform of the system, people's income level and living standards have increased rapidly, while the funding standards for doctoral students have not changed much, and the gap between the subsidy level and salary level of doctoral students has gradually widened.
According to relevant data from the China Statistical Yearbook, in 2006 the average annual consumer expenditure per person of lower-middle-class urban households was 6,108.33 yuan, and the current subsidy level for doctoral students is approximately 6,000 yuan per person per year. It can be seen that the subsidy level for doctoral students is
Very low and can barely meet basic living needs.
A survey of the economic income and expenditure of doctoral students by the China Degree and Postgraduate Education Development Report Research Group (2006) showed that most doctoral students spent more than their income. Doctoral supervisors who are familiar with the living conditions of doctoral students also believe that among doctoral students, economic
A larger proportion of people are in difficulty.
Second, scientific research funding is seriously insufficient.
Funding for doctoral students in my country's universities mainly comes from scholarship funds allocated by the state (mainly in the form of general scholarships). Therefore, the currently actively promoted funding system focusing on scientific research funding is not strong and the amount of funding is limited.
“On the one hand, due to the insufficient amount of research funding from tutors, doctoral students receive relatively little scientific research funding from this channel; on the other hand, there are generally insufficient research assistant, teaching assistant, and management assistant positions for doctoral students in my country’s research universities. In addition, The financial system of many universities in my country lacks clear regulations or the funding standards are low. Therefore, although almost all doctoral students participate in the research projects of their supervisors, not all of them receive research assistant salaries and can work as teaching assistants or assistant managers. The number of doctoral students who receive stable salary income is also very small.” (Excerpted from a speech by Zhou Ji, former Minister of Education) In terms of scholarships, many university scholarships have lost their scholarship function and stimulating effect on students’ learning, and have turned into grants. , almost everyone has a share.
This funding structure system fails to reflect the original intention of funding, and it is difficult to bring into play the role of various funding methods.
Third, from the perspective of funding structure, the funding situation for doctoral students in liberal arts is worrying.
A survey of the income of full-time doctoral students in five major departments of history, finance, society, economics, and accounting at five universities in Dalian found that each school basically provides a monthly national subsidy of 350 yuan and a school subsidy of 240 yuan.
In terms of scientific research funding, there is almost no scientific research funding for doctoral students in the history department, and students majoring in finance and accounting can get an average of about 200 yuan per month.
In comparison, the scientific research funding for science and engineering majors is much higher. Basically, you can get more than 1,000 yuan in scientific research funding every month.
To a certain extent, this reflects the large differences in financial aid levels for doctoral students in different majors under the current system, and the funding situation for liberal arts doctoral students is even more worrying.
Fourth, the China Scholarship Council sends a number of doctoral students to visit abroad every year. The state pays all the expenses, but the number of places is extremely limited. Only a few doctoral students can obtain this qualification, and the funding is insignificant.
Educational and scientific research capabilities are insufficient and far from reality. The serious shortage of scientific research funds directly leads to the decline of educational and scientific research capabilities.
Tutors have to handle scientific research funding in science and engineering disciplines themselves. This situation has led to the spread of the phenomenon of "professors are like businessmen."
This situation is different in developed countries. Professors are supported by state-appropriated education funds. If professors can produce results and transform them, they will receive more financial support.
Doctoral supervisors usually supervise 2 to 3 doctoral students a year, and their main task is to work on projects with them.
Generally speaking, there are relatively few social science projects, and liberal arts doctoral students have almost no projects to do, which makes it impossible to train doctoral students' practical and writing skills.
Wei Sui, a member of the National Committee of the Chinese People's Political Consultative Conference and vice president of Anhui University, said that due to the limited number of scientific research projects, many doctoral students are not engaged in research at the forefront of the discipline, and some are limited to some low-level horizontal development projects for a long time.
I finally applied for a scientific research project. Due to funding constraints, the relevant research could only be done behind closed doors without actual research support. As a result, the scientific research results were not in line with the actual situation and the phenomenon of duplication of construction was serious. The supervisor and doctoral students spent a lot of time researching it.
The results can only be shelved on the shelf without any use.
The evaluation mechanism for doctoral training does not conform to the laws of education. For example, the compulsory publication system common in universities requires that in addition to a degree thesis, several papers must be published in so-called core journals.
The direct consequence of using the number of papers as the only assessment indicator is that everyone is scrambling to meet the required number. Plagiarism is common, fake papers are everywhere, and shoddy work is serious.
