The Fifth Plenary Session of the Seventeenth Central Committee of the Communist Party of China emphasized that it is necessary to persist in building a resource-saving and environment-friendly society as an important focus to accelerate the transformation of economic development mode, strengthen ecological environmental protection, improve the level of ecological civilization and enhance the ability of sustainable development.

This is the first time that China has studied the annual report of green development index, which fills the gap in China's research in this field, enables China to participate in the international dialogue on this issue on this basis, and helps to raise people's awareness of green development, which is of great theoretical and practical significance.
