Second, it is recommended that the central and provincial governments appropriately delegate relevant approval authority and administrative authority.

Including the annual inspection of mining rights, the approval authority for forest land acquisition and occupation, the authority related to land development and consolidation that can account for the balance within the administrative region, and the approval authority for tourism-related project construction, etc.
