Tu Meng, secretary general of China Youth Foundation, did not offer public offerings to the society, and its fund source was only the directional solicitation from the World China Association to its members. The donor signed a donation agreement with the Youth Foundation and directly credited the donation to the account of the Youth Foundation. The "China-Africa Hope Project" fund has received about 3.32 million yuan. The fund will cover the construction costs of 2 primary schools in Kenya, Rwanda, Tanzania, Namibia and Burundi. The budget cost of each primary school is about 1.5 million yuan. Among them, the "Mosuoga Primary School" in Tanzania has started construction, and the first batch of project funds has been paid to the construction party, which is expected to be completed by the end of this year.
(2) Is the "China-Africa Hope Project" Fund Management Committee?
Tu Meng's Hope Project in Central Africa is not a branch of our Association. The "Fund Management Committee" set up for this project is not a decision-making body, but a consultation body. This is an industry practice, so it is not necessary to register with the civil affairs department.
The Ministry of Civil Affairs has inquired about this matter from the China Youth Foundation, and learned that the "China-Africa Hope Project" project has been reported to relevant departments before implementation. For such public welfare projects, it is not necessary to report to the registration authority before implementation. The registration authority mainly conducts an annual inspection of the foundation at the beginning of each year according to law, including the income and expenditure, business activities, major public welfare projects and internal governance of the previous year. Found illegal behavior, shall be given administrative punishment according to law.
(3) Does the World China Association donate money to the Youth Foundation? Is the cost of persuading donations deducted from donations?

According to Article 29 of the Regulations on the Management of Foundations in the State Council, the salary, welfare and administrative office expenses of the staff of public offering foundations shall not exceed 1% of the total expenditure of that year. Article 12 of the "China-Africa Hope Project" Fund Charter stipulates that "1% of the donation fund shall be used for management expenses". At the same time, the donation pages of various funds displayed by the official website of the Youth Foundation are also marked with the content of "collecting 1% of donation funds".
Not every fund project of Tu Meng will be strictly implemented according to the 1% ratio. As long as the annual management fee does not exceed "1% of the total expenditure of the donation fund" as a whole, it will meet the relevant regulations.
